As the rapid development of Internet, the development and evolution of software are also accelerating. The idea of "Software as a Service" has been widely accepted, and more and more software are designed on demand in loose-coupled and interoperable manner. As we all know, the traditional software production would often emphasize top-down architecture or do bottom-up comprehensive integration on the basis of the existing system. Both methods are difficult to achieve on-demand software system. In recent years, Web services as an important form of software, has been widely recognized by industry and academia because of its characteristics, such as platform-independent, loose-coupled and stateless. However, with the rapid growth of web services, a large number of distributed and heterogeneous service resources are stored in different environment with the different forms. Although semantic information added to web services is ready to enhance the automation level of web service, it will not entirely meet dynamic integration of the system and variability of user requirement.Although the network communication protocol and XML-based information exchange protocol have already solve the issue of interconnection and intercommunication between information resources on internet, but the issue of interoperability remains to be resolved. Now the research on the interoperability among the heterogeneous web service registries is at the beginning, there still exists no common set of international standards on interoperability as technical support. To addresses interoperability issue, this paper focuses on the interoperability based on multi-ontology annotation to web services and interoperability among the different web services registries. The main contributions are as follows:(1) Through the research on basic theories and methods of web service engineering and technical standards, a framework of Web services registry and repository for supporting semantic interoperability is constructed based on international standard ISO/IEC 19763-3:MFI40R, and two kinds of semantic interoperability of web services are also proposed in the paper. (2) Based on the traditional annotation methods, the interoperability based on multi-ontology annotation to web services is proposed and implemented, and the improved annotation algorithm is newly designed, which will greately increase the precision rate and recall rate on the query of web services.(3) By analysis of different kinds of web service descriptions, Web Service Registry Ontology (WSRO) is proposed based on the technology of ontology-based meta-modeling. We use it as a Web service registration model to register and manage Web services. Meanwhile Web Services Local Ontology (WSLO) can be generated by use of ontology evolution rules. Through the evolution information between WSRO and WSLO, the interoperability among the different Web service registries can be theoretically achieved. Finally, a prototype of Web services registry and repository for supporting semantic interoperability is designed, which can help users annotate and access Web services interoperable.
