This dissertation use the case of Tate Gallery to study the key issues of British art museums faced. The analysis through three main areas to development:British government's cultural policy, the need of art from British public, the idea's transform of museums. The aim of this dissertation is to provide information and experience for art museum management's practice and study in China.The methods used in this dissertation include case study, data resource and documents analyses. From Tate case lead the important questions, what is the background and motive of museum's transform, how museum faced the needs from outside, and what effect that the transform brought.The result of the study show that museum went out of the ivory tower, under the double press form policy and public. Whereas, the change didn't achieve the policy's aim, just made museum fall into deep predicament. Meanwhile, art museum still can't change the construction of art museum audience.
