One effective way to improve learning outcomes is through scientific and efficient assessment to identifying problems, so that suitable strategies could be development. In the distance learning environment, students mainly study in their own pace and in their spare time. This has been a challenge for online institutions to supervise students' online learning and evaluate learning outcomes. So far there is little research have been conducted in China on the quality of online learning, and no . practical assessment methods have been developed to reflect the online learning and teaching in order to response to an urgent need from the rapid change online education.This study designed a distance learning assessment system. This system is based on online learners' characters. An assessment environment has been built. In order to evaluate the distance learning, the study has researched a rubric. It used Data Mining technology to conduct formative evaluation in order to identify the problems and issues in distance learning, and provide suggestions and references for students.
