Depending on the TCP/IP protocol, the Mobile Internet connects all the worldwide networks into a global incompact network. Whatever the connection mode is wire or wireless, the terminal can access to the server to communicate with another terminal in the network if the IP address is valid. When the terminal handovers between different areas, how to keep the communication continuous and realize the QoS performance is the heat topic in the industries. Nowadays many schemes are presented to surpport the mobile IP, such as the scheme based on the link layer, the scheme based on the network layer or the scheme based on the application layer. After the analysis and discussion, this paper chooses the scheme based on the network layer to surpport the terminal's (node's) mobile communication. How to reduce the handover's latency and lighten the network's payload are the key features of the protocol. In order to support handover, IETF presents MIP proposal, and many proposals are presented accordingly such as 'the triangle routing', 'the routing optimization'which has the shortcomings of the unbalanced network's payload, and the vulnerable security. In this paper, with the scheme of 'node-based routing proposal in the middle or small-scaled network', terminal has two identities: terminal and permanent home agent, with mobile node's permanent agent address, the corresponding node can realize mobile communication and reduce the handover's latency effectively. This not only can lighten the home agent's payload effectively, but also can guarantee the safety of the location information of the mobile node. But it should be noted that the adding addresses to the terminal will contribute threat to the limited address space when the terminal is its permanent home agent, so this scheme is only used in the middle or small-scaled network which supports 'flooding'. In this paper, with the proposal of 'MBG-based routing optimization', MBG intercepts the information of registration, gets the care-of-address and creates the mobile node's binding cache. It can reduce the handover's latency to provide the service of real time communication with the precedent of inputting the node and home agent's addresses in advanced. We build on the network with the devices and do some experiment, the experimental result shows that the above scheme can improve the QoS performance of the network. When node is under the service of the multicast during the period of handover, how to reduce the number of reconstruction multicast spanning tree and how to reduce the handover's latency are the focuses of the solution. There are multicast schemes of 'remote subscription'and 'bi-directional tunneling'which leads the shortcoming of frequent reconstruction of the multicast spanning tree and the tunnel convergence. In this paper with the detection of node or agent we combine the resource reservation of IntServ model into CSM or RBMOM and revise it. With OPNET we simulate it, the result shows that the latency of service's interruption is shorten. At last, we discuss many mobile IP protocols. Not only TIMIP with the feature of terminal's independence of mobility combines the advantages of CIP and HAWAII, but also the exchanged information is transparent with the terminal's IP layer. TIMIP is suitable for the military network. If we check the signal's intensity at the access point to know the terminal's mobility in advanced and trigger the procedure of registration, it is possible to shorten the handover's latency. With the exchanged frame in ANG, the probability of the loss packet is reduced.
