Theoretical Research On Information Resources

The paper studies on the theory of information resources (IR). Research started from 7 issues questioned by the author: information value, information welfare, information and social utility scale, information and social transaction cost, management of intelligent IR, allocation efficiency of IR, IR and society. Research framework covers basic concepts, economic information, cultural information, intelligent IR (Human Capital) and the relationship between IR and society.In the part of basic concepts, we discuss the connotations of information and IR, and then explain the features of information costs in terms of economics. A conclusion that information value is uncertain is reached. Also, we build an information welfare model.Cultural information exerts its influences on both social utility scale and social transaction cost by shaping people's value idea and normalizing conducts. Game theory model proves that the optimal policy of individual is to cooperate with society. The result implies that culture can rate social utility scale. It lays the social foundation for inter-personal utility comparing. The cultural impacts on social transaction cost are another model built. Parameters in model can be used to evaluate the character of specific culture and social investment climate. Further, the impacts of culture on business ethics and production of IR are addressed by comparing the business environment of enterprises in USA and Japan and scientific achievements in China and overseas.Study Of intelligent IR is related to human capitals, which is defined as capabilities to supply and apply IR. The property rights of human capital and the role of government in social human capital are dealt with. We distinguish private human capital and public human capital. There are market allocation and government allocation of IR. The paper put forwards culture efficiency, education efficiency, human capital efficiency and IR efficiency as well as assessment index which are initiatives of the author.Study on IR and society claims that IR available limits the feasible space of social change, while the path is determined by the management and allocation modes of IR. We define openness and concentration. Combing with the specific circumstances of China, we propose measures to curb IR out of control.
