In the current era of knowledge economy,technological innovation has become an important basis for the survival and sustainable development of enterprises and even the country.The competition of comprehensive national strength is largely reflected in the competition of talents.It is very important to evaluate the technological innovation ability or human capital value of R & D personnel who undertake the integration of knowledge transaction.The innovation process is embodied in the operation of basic units of knowledge,such as knowledge acquisition,transfer,integration,etc.However,most studies focus on the monetary measurement of human capital value,and the methods and theories used have great limitations in the evaluation process.This study believes that the accurate measurement of R & D personnel's capital value is not limited to the salary,salary and income of human capital Income or welfare,including its apparent or potential creativity.From the perspective of social network,this study explores the carrier characteristics and embedded network of R & D personnel as enterprise knowledge unit.R & D personnel's creativity is manifested in their static knowledge storage and dynamic knowledge flow ability,that is,their knowledge base,knowledge acquisition,transfer and integration ability.To a large extent,it depends on his ability of knowledge exchange and integration with other R&D personnel,as well as his effect on social network processing in the process of R&D.In order to measure the non monetary value of human capital of R&D personnel,it is necessary to establish an effective and feasible evaluation system.This paper extracts the relevant indicators of R&D personnel's embedded cooperation network to evaluate the non monetary value of their human capital:(1)using the depth and width of knowledge to evaluate the knowledge-based ability of R&D personnel;(2)Network strength and structure hole are used to evaluate the knowledge acquisition ability of R&D personnel;(3)The knowledge transfer ability of R&D personnel is evaluated by the intermediary role index;(4)The centrality and its secondary indicators are used to evaluate the knowledge integration ability of R&D personnel.Then,combining with AHP to determine the index weight,the evaluation system is established.Finally,the method is applied and tested to prove its applicability.
