Integrating urban and rural education is an important issue in China's current educational theory and practice. Research on integrating urban and rural education, essentially like the research on how to deal with the relationship between urban and rural education, they are the same thing. In this situation, observe and study institutional evolution line and path dependence about the relationship between China's urban and rural education system, explore the impact factors group and regularity about the construction of integrating urban and rural education, can become theoretical basis for building system of integrating urban and rural education, this is a serious problem that needs resolve. This paper attempts to use institutionl analysis method, which often use in economics, aim to find out institutional change history of the relationship between urban and rural education, this canbe answer all questions above. Education is a social arrangement, which itself exists as a social institution. Based on the research achievements of existing studies, the article attempts to go beyond the limitation which lack of theory and history inquiry, and give the institutional change of the relationship between urban and rural education a historical analysis, which conclude regularity and theory from the history to better guide the practice.In addition to introduction, the text is divided into six chapters to elaborate. The first chapter is about the basic theory, mainly state the author's understanding and perception about institution or institutional change, it constitutes the author's basis and premise for analyzing the institutional change of relationship between urban and rural education. Mainly from three dimensions such as ontology, value theory and practice theory.The second to the fifth chapter is body part, mainly analyze institutional change and its causes about relationship between urban and rural education from pre-Qin Dynasty to the present. Each chapter is divided into three parts. The first part belongs to"external history"of education, is the exogenous variables of institutional change about urban and rural education, respectively, from the political, economic, and cultural aspects of the different stages to probe into the relationship between urban and rural education; the second and third parts are"internal history"of institutional change abut urban and rural education in different periods. Among them, the second part is the historical part about the institution of relationship between urban and rural education, mainly elaborate supply institution of education. The third part analyzes the institutional change of the relationship between urban and rural education from the perspective of institutional analysis, and give an"endogenous"interpretation to the institutional change of the relationship between urban and rural education about the second part.Chapter six is the summary and inspiration about the second to the fifth chapter. First, this chapter concludes regularity to the former four chapters of the institution of relationship between urban and rural education, including some basic theoretical issues that to be constructed and to analyze the general process of institutional change.And then discuss how to deal with the relationship between urban and rural education in China at this stage. Specificly including how to orient the value target, which institutional issues need to be resolved prioritily and how to ensure these institutional issues can be resolved, and so on.Finally, the conclusion requires that we should use the historical view to see the institutional change of relationship between urban and rural education. We review and analyze the institutional change history about relationship between urban and rural education, not only to summarize the historical regularity, and use it to guide the practice, but also to make us look today's practice as being forged history, and give a high degree of attention to grasp its impact to the future.
