From ever since, people have devoted to revealing, comprehending and attempting to improve the defects of human environment through the research on social problem researches. This paper also inherits traditional approaches. This paper first adopts standard evaluation. of public education financial policy in favor of the mass, further values the public education financial policy and finally extends, renews, attains the policy to improve its quality and effect. It aims at improving the environment of public educational resources and enhancing individual and social welfare through reasonable and effective distribution of public education resources.With the process of Chinese market economic reformation, as a financial guarantee mechanism, the public education financial policy advanced tortuously. Each reform involved in trillion populace's vital interests. Thereby the evaluation research on national public education financial policy is also a challenging assignment without doubt. Concerning the Chinese national context, based on the induction of domestic and overseas related research literature, from the perspectives of public finance and public management to put forth that the evaluation of the public financial policy of education is an effective supervision by the use of policy science. It attempts to standardize and construct the evaluation standard, the indicator system and the evaluation pattern of national public education financial policy. It attempts to exert the power of value standard and displays thoroughly instruction function of policy evaluation to realize policy optimization on national public education finance. The main contents are as follows:Firstly, it copes with the background, the theoretical value and practical significance of research topic, analyses thoroughly previous researches in detail and introduces basic content, research methodology, the research significance and the insufficiency.Secondly, based on the premise of public finance theory and the public goods theory of public economic theory, it adopts core value that performances ensure, control and responsibility system in the new public administration theory. Based primarily on the public principal-agent theory and the achievements management theory, it elaborates necessity and urgency of the evaluation on the public education financial policy. It finally constructs the logical frame of national the evaluation on the public education financial policy in view of policy science.Thirdly, the paper analyses the factors of the evaluation on the national public education financial policy. It defines the subjects, standard and method of the evaluation on the national public education financial policy and clarifies the context for further study.Fourthly, the evaluation pattern of the national public education financial policy is designed and constructed by standard. It attempts to apply public policy evaluation theory and practice to construct fundamental patterns frame of Chinese public education financial policy evaluation. Fifthly, the paper selects USA, France and Korea in regard of their typical significance. It attaches more attention to the comparative analysis of the public education financial policies and the present evaluation situation of the above three countries to the expectation of obtaining experience and the enlightenment from national public education financial policy evaluation..Sixthly, to be empirical examined, it primarily applies constructed public education financial policy evaluation, patterns to cases on public education financial policy. This part expects to evaluate the tuition policy of higher education to optimize its effectiveness.Finally, in reference to the present situation of national public education financial policy, this part provides constructive suggestions to set up national public education financial policy evaluation system.One of the primary contribution lies in that it provides an evaluation frame on the public education financial policy to forecast and avoid the problems in the deep level of public education financial policy. Besides, in terms of present situation of Chinese education, it initially constructs a set of evaluation pattern on public education financial policy. The paper increases efficiency of public education resources distribution, expends message approaches for the public supervision and provides information foundation and methodology orientation for government educational policy optimization. Therefore, this research is mightily practical and applicable.
