With the development of Chinese higher education, the school-department administration model can not meet the needs of development as well as the scale of university becoming larger, functions becoming more and more. At present, administrative efficiency is not good, thus, establishing college-system has been becoming more necessary. But because of the lack of theoretical testify, there is no uniform knowledge about what the college-system is, how to reform the college-system well. Actually, a great number of universities do not reform absolutely, so do not realize what people expect.In knowledge-based economy time, knowledge becomes the first requisite of promoting the development of productivity. Intellectual workers as knowledge carriers have been considered superior to any other requisites. The top 500 enterprises in our world have been spreading, implementing the scheme of knowledge management and have made great progress, strengthen their capacity of core competition. Knowledge management is becoming a fashion and being used in all over the world. A university is an organization of teaching, creating, using advanced knowledge, an important base producing and reproducing knowledge, a place cultivating knowledge-based corporations and in society becomes the sources of intelligence, the power of development. So a university must be put the most significant position of society development. A college is the subordinate institution in a university and decides the level, strength of the whole university. According to the theory of knowledge management, we must use its means and methods to do the college-system reformation. Thus, we should enlarge the capacity of a course, the content of a major, explode people's skill and potential of advanced knowledge, cultivate high-glass innovative talents in order to achieve more and more new knowledge and fruits.Advanced knowledge is the greatest difference between a university and other organizations, is also the logical starting point of reformation. College-system reformation realizes the aim of cultivating talents through teaching advanced knowledge, come true the goal of research by creating advanced knowledge, serve the society by putting advanced knowledge into practice. A university administrates persons with ability through many knowledge management systems, such as organization, talent development, promoting, tolerance and so on.The connotation of idealized college-system is colleges as management center and the inner structure, management model has the features of entity, subjectivity, autonomy (one center and three characters). "One center" means the colleges as management center; it is relative to universities as decision-making centers, departments as research centers. "Three characters" that means the colleges have entity, subjectivity and autonomy is the basic guiding ideas setting up colleges, The colleges are not nominal institutions between the university and departments, instead, are management entity with government organizations and property management authority. Subjectivity is the guarantee to ensure the efficient operation of college system; mainly reflected in personnel training, research and service to society, embodies the basic functions of the University. This character shows all the activities should work for the colleges, departments at all levels should focus on servicing for the development of advanced knowledge. Autonomy is the guarantee to improve the effect of college system; shows the colleges can make independent decisions and attract foreign capital, participate in community schools, social services and other activities; then enhance the school-running strength through self-managementThe prerequisite for implementation of the college- system, advanced knowledge's social services requires universities having large scale; exchanging advanced knowledge requires a great number of subjects; and creating it asks high academic level.Colleges should be established as the organizational and managerial entities. And put forward "three principles" of setting up colleges in the perspective of Knowledge Management: the development and integration of knowledge; knowledge of the peak characteristics; knowledge of the future development principles. Based on these principles, the paper proposes "three ways" of establishing colleges: according to the subject categories, subjects group, and the class 1 discipline; then proposes to set up colleges according to subject categories enhancing the capacity of them after analysis the three methods' advantages and disadvantages setting up colleges; meanwhile, brings forward "three steps" to promoting the college system that means mobilizing spirit as a guide, the organization system as a safeguard, and overcoming resistance as a key in the specific process of setting up colleges. Finally, knowledge resource can be allocated rationally through three principles, three ways, and three steps.The colleges' self-management means managing the process of advanced knowledge and knowledge workers. The paper presents the idea colleges' self-management in the perspective of Knowledge Management: human-oriented management, responsibility with compatible right, coordination between centralization and decentralization, administrative authority and powers to match, efficient organizational hierarchy, all-right organizational culture and so on. According to these ideas, the chapter proposes how to self-management under college system: building new teaching and research organizations; enhancing management and reform of knowledge exchange; constructing new research organization, reinforcing management and reform of knowledge creation; Constructing the Ministry of Science and Technology Industry, strengthening management of the knowledge application. After analyzing the characteristics of the knowledge workers, this chapter put forward classifiable management that means managing teaching staff according to teaching quality assurance system, researchers in accordance with advanced knowledge creation system, administrative personnel with service support system.Implementation College system, the operation of the internal organization of the university must reflect the service to exchange and create advanced knowledge, the colleges which main functions are transmitting, creating and applying advanced knowledge should be the operational entities, and that is an operating mode academic power as main body, coordination of academic and administrative authority. In operation must comply with the closed-loop system, establish university level and college level decision-making mechanism, and ameliorate the decision-making rules of the party committee, bureau meeting of principal, and academic advisory committee, meanwhile, ameliorate the decision-making rules of the board of college, academic committee, teachers congress. Using the theory of general staff system to change the functions of organ, from the model of management to a service-based staff; enhance information feedback for serving democratic decision-making; strengthen the supervision force of the discipline systems, play the role of teacher congress, and perfect disciplinary mechanism; promote the reform of university's logistics socialization and implement small institutions, multi-entity, large service managerial system; strengthen the knowledge management of library information, actualize the greatest value, and provide quality knowledge services to all university's students and staff.In a word, the basic points of this paper are as fallows. The present college system is not standard. Using the theory of intellectual management can optimize the reform of college system, embody the entity of setting up colleges, subjectivity of college-running, and autonomy of college management; promote the deliverance, bringing forth new ideas and putting into use further; enhance the quality of education, improve the study; increase the ability of serving the society; strengthen the organization efficiency and core competence.
