Study On Management Priciple And Operating Mechanism Of College System In University Of China

The paper firstly analyzed the origin of the college system management, and has defined relevant concepts. Subsequently, it reviewed the forming and developing of the college system management of China, and made general analysis of the present conditions about the college system management of Chinese universities. The paper also presented some relevant theories about management mechanism and working system of college system in Chinese universities, and carried out the analyzing research by some examples, which combined the situation of organization of college system in Huazhong agricultural university,The college system of university originated from the European university, and played a unique role to the development of the European university, it became the general management mode for the universities of the world. The college system of Chinese university fell and got up several, afresh rose again in the 1990s, and became one of the inside management system of China, it is a need of reform of the management system of higher education, a need that the scale of the university is expanding constantly, a need of setting up the harmonious university too.With nearly 20 years development of the college system in China, the college system has obtained the remarkable achievement, and offered the opportunity for development of discipline of the university. But there are some deficiencies, the college system lacks scientific management system and working system in the course of running, these questions have influenced the effect of the college system to a certain extent.From the points of management and higher education science, aiming at the character of university inside organization, this research discusses the theory of forming the college system management of China. It believed that the management system theory should include some contents about organizational structure of the college system, which makes it clear about the duty, right and interreaction etc. under the college system. Working mechanism theory should include management by objectives, the mechanism of performance and examining, the mechanism of responsibility right and match operating, and the mechanism of supervising, etc. Form these mechanisms have mentioned above, the college system also should set up the management by objectives and examine, and undertake the total funds until it is completed dynamically etc. Through analyzing to the theory that is the management mechanism and operating system, writer has proposed the bearing theory of college system construction.Finally, writer analyzed the situation of building of the college system in Huazhong agricultural university, and presented means and measures for reform of the college system.
