At present, the educational enterprise of our country is in a period of fast development, and this inevitably needs the whole society to participate in its construction. At the same time, the nation and government needs to concentrate on some important educational engineering projects. This situation has resulted in this dissertation.Firstly, the dissertation discusses two important issues in educational engineering theories and practices in present day: one is referred to as educational engineering with no theory, and another is referred to as educational theory without engineering. The need for practice and the absence of theory highlight the importance and necessity to construct theory of educational engineering project management. The main idea is to define the educational engineering projects clearly and construct educational engineering methods to guide it.Secondly, educational engineering projects are a kind of structured entity containing four basic elements; namely goal, task, organization and cost. These four elements form a structured system that requires balance. The structures can be classified in to temporal structures and spatial structures, and each element has unique spatial-temporal structures. By analyzing these four elements' spatial-temporal structure in detail, only then can we offer a distinct structural view in order to facilitate the design and implementation of educational engineering projects.Thirdly, from the methodology, the dissertation discusses the application of structuring method, encapsulation method, process disciplining, and process improving in educational engineering project management. It also puts forward a concept and model of the maturation of educational engineering capability for the first time, and specifically discusses organization performance management with reference to process disciplining and process improving.Fourthly, the dissertation analyzes two typical cases which represent Chinese and foreign ideas in educational engineering project management, and summarize some problems and experiences.Finally, in terms of the value of this theory, the dissertation discusses three ways to create scientific education theories, which express the importance of educational engineering science.
