Since 1990s, the higher education field has launched the magnificent project of quality education. Through the great efforts from all aspects, some achievements have been reached. However, there are still some problems such as the misunderstanding of concept and the proneness in practice. To be concrete, the quality education was treated as an additional part to the curricula plan, even becoming a synonym of extra-curricula activities. The quality education, education planning and curricula designing were not merged together. The phenomenon of separation was serious.The establishment of the idea of general education provides the guarantee, in policy, for the quality education. This idea also solves the problem of the separation. Under such circumstance, it has aroused people's attention to the implementation of quality education as an essential part in general education.General education is the most direct, stable and basic element in comprehensively promoting the human qualities in the education activities.
