Since the beginning of 21st century, the trend of economic globalization has led to the rapid development of technological revolution and industrial restructuring. Being aware of the more and more fierce competition in economy, technology and comprehensive national strength, all the nations in the world, especially the industrial countries, are making every effort to attract the intelligent resource, which has constituted the vital element in the economic construction and social development of a nation. The Report of the 16th National People' s Congress has clearly demanded to train billions of high-level laborers and millions of specialists and creative talents. It is also stressed to attach importance to the cultivation of young talents. The statement, revealing the basic and decisive role of talents in the economic and social development, has important significance in our research of talent strategy, and conducts us to cope with the economic globalization and to promote the sustainable development of our economy and society.Having entered the WTO, China will join in the international economic cooperation as well as competition in a wider range and to a larger extent. The competition, in essence, is the competition in the quantity and quality of talents and the competition in the cultivation and selecting mechanism of talents. Since the 1980s, every country is taking measures to attract and train talents and cultivate the human resources so as to enhance the central competitive power. Utilizing their advantages, the west industrial nations are intensifying their contest of talents in a worldwide range, especially the top talents in the developing countries. Facing the lack and drain of talents, it is necessary to study the development strategy of talents, and to explore the new concepts and systems to train, attract and maintain the talents as well as to make rational use of them. Such research would be of great importance to the reinforcement of the technological advances and economic development, the modernization and the fulfillment of a well-off society.This paper, including the research of foreign and domestic talent strategies, the analysis of the rules of and trends in talent flow, and the comparison of the import policies in talents, focuses on the following issues: to form the notion that human resource is the first resource ofall; to insist on the people oriented policy and to realize the strategic meaning of the talent training, import and cultivation; to bring forward five developing modes of the talent development strategy, namely the education development mode, the technology heading mode, the economy promoting mode, the policy conducting mode and the concordant interaction mode. In the construction of hard and soft environment, it is emphasized to construct the human environment, the mechanism environment, the policy environment, the legal environment, the material environment and the service environment in the' hope of supplying talents with carrier and platform for their growth and development with the improvement of environment. The aspects of the training and utilizing, and the evaluating and encouraging system of talents, as well as the legal ensure, has also been discussed. Based upon the analysis, the strategy of Shandong province of talent competition is brought forward in accordance with the situation of Shandong.This paper, consisting of eight parts, adopts the methods of investigation and research, comparison and analysis, and consulting the experts, etc. The eight parts are as follows:1 .Marxist view of talents: the conducting theory of our strategy that to strengthen nation by talentsThis part anatomizes the statement on talents of the founder of Marxism, and the points of view of talents of the communist leaders, ranging from Marx, Engles to Lenin, Stalin to Mao Zedong, Dong Xiaoping and the present communist figures as Jiang Zeming and Hu Jintao, who have developed the Marxist view of talents which suited the present historic and age background. Though different statements, their nature accords with the idea of "marching with the time". To be precise, Marxist view of talents is the conducting theory being practiced at present of strengthening nation with talents strategy.2.The analysis of the historic and present situation of the competition in technical specialist among countriesThis part expatiates upon the strategic role of talents in promoting the social improvement and economic development and upon the close connection talent contest bear with the development of modern technology, with the adoption of market principle and the supervision of policies, with the level of economic construction, and with the talent-assembled international carrier. Also discussed is the trend of the world talent contest. The industrial countries in Europe and America are hastening their strategy of multinationalenterprises, talent import and the nationalization of talents on the basis of training their native talents. As a result, the talent contest has influenced the society, economy and technology in a deep sense. This part also studies the basic and external environment of talent contest, the group effect of talents and the rules of talent development.3.The distribution of technical experts and the present situation of their developmentBy analyzing the distribution and the carrier of normal and high-level technical experts, this part compares the competing and developing strategy of talents in Beijing, Shanghai, Guangzhou and Jiangsu and the coastal cities, and discusses the general situation and trend of the talent contest in our country since the Ninth Five-Year Plan.4.The present situation and features of the technical specialists in ShandongThis part explores the characteristics and trend of the talent flow and the policies relating to the training and import of talents in Shandong, and points out the problems in the construction of the technical specialist team. It can be used as important reference while practicing the strategy of constructing a team of technical specialists.5.The strategic significance and demands of constructing a technical expert team in ShandongThis part discourses upon the necessity of constructing a technical specialist team through the analysis of the severe international and domestic talent competition. It also demonstrates the urgency of constructing such teams in terms of the requirement of the social productivity, economic and social development, the manufacturing base building and the general improvement of the national technological attainment needed in the realization of the " Two advancing" in Shandong.6. The rules and present successful experience which should be followed to cultivate high-level technical expertsThis part sums up seven rules in the cultivation of technical experts and studies eight types of successful experience in the modem world which is of practical significance.7.The analysis of the elements involved in the strategy of constructing the technical specialist team and the choice of the modes.This part analyzes the main advantage of Shandong to carry out the strategy of constructing the technical expert team, and assays the elements which limit the development of human resource in Shandong in the respects of concepts, geographic and humanenvironment, basic and senior education, talent policies and the capital-supporting capability, etc. By the analysis of the hard and soft environment and the advantages and disadvantages of Shandong, five modes of constructing the technical expert team are generalized: the education development mode, the technology heading mode, the economy promoting mode, the policy conducting mode and the concordant interaction mode8.Research on the strategy and measure of constructing the technical specialist teamBased on the research of the previous seven parts, this part brings forward the conducting theory, strategic goal and the essential task of the construction of Shandong technical specialist team, and lodges the measures of the strategy as to the talent team construction aiming at the developing goal of constructing the technical expert team in Shandong by 2020.At present, talents have been the vital element in the economic development and social progress. Meanwhile, the CPC committee and government of all levels and the whole society have attached great importance to the talent-relating affairs. The 8th Shandong CPC Congress also requires to reinforce the construction of the talent team. Shandong's practicing the talent contest strategy will affect the general situation of Shandong and is extremely significant. To carry out the talent competing strategy, we should contemplate, arrange and practice the strategy in the background of the international environment and in the framework of the economic and social development in Shandong; we should place the talent developing strategy in the core of the strategy that " to develop Qilu with science and technology" and that " to strengthen Shandong by talents"; we should reinforce the construction of Shandong technical specialist team led by high-level talents. Only by constructing a high-level talent team can we win the initiative in the fierce international competition.To maintain and attract talents requires a second consideration of the former concepts, principles and policies concerning the talent problems, and demands the talent developing strategy be made according to the international rules after our entering the WTO and in terms of the reality of Shandong. This paper discusses the above subjects. Any criticism and suggestion would be welcome.
