Tbe basic contradiction of higher education in our country is that "apoor country has to support a large educational scaIe", i.e. the contradictionbetWeen the urgent necd fOr higher education development and the shortageof public financial resources, The basic way to solve this contradiction lics inthe realization of pIuralistic school-run-body. That is to say, we shouldpersist in giving priority to government-run higher education, changing thesystem of government-run universities and colleges positively. At thc sametime, 've should exert the enthusiasm of social force fully, develop all kinds ofnon-governmcnt-run higher cducation and associate to run a schooI bctWcennon-government schools and public schooIs, Chinese univcrsities and fOreignuniversities.This dissertation includes fivc chapters.The first chapter explores the history of higber education system in ourcountry, the characteristics and abuses of singIe-government-run highereducation system, the significance and opportunities of the realization ofpluralistic school-run-body.The second chapter discusses the history and actuaIity of private highereducation in American, Japan and Russia. Although thc concrctc models arenot accordant, these thrce countries have the samc current in thedevclopment of higher education. This current is the transfOrm fromdepending on the single fOrce to develop higher cducation to the realizationof pluralistic on school-run-body. At tbe base of comparative study, I willconcIude that the rcalization of pluralistic on school-run-body is inevitabIechoice to dcvc1op higher education in our country fOr the nonce.The third chaptcr probes into the actuality of higher education on therealization of pluraIistic on school-run-body. According to the combinationof tbe school-run-body, thi8 dissertation divides the concretc content intoeight modeIs. These modcIs are owned-and-run by the locaI people, run bythe Iocal people and subsidizcd by the state, associatc to run a school betWecnpublic schools and non-govcrnmcnt schools, run a school by stock system,run by government and subsidised by local people, transfer mcchanism inpublic univcrsity and college, thc second privatc college in the state-runnnivcrsity, Sino-fOreign joint schools.The fOrth chaptcr cxplores the problems facing in the realization ofpluralistic school-run-body, such as problcm of orientation andcharacteristic, commonweal and profit, property right and aid, charge andequity, competition and cooperation, legislation and guarantee.The fifth chaptcr puts fOrward some suggestions about how to soIve thcproblems we will face during the realization of pluraIistic schooI-run-bodyand how to expedite thc course of tke rcaIization of pluralistic school-running body at thc base of history retrospection, comparativc rcsearch,actuality analysis alld problems rescarch.
