The related studies on statistical development indicated that the bottleneck of thedevelopment of China's statistics is the matching deficiency between the statisticalsystem of China and the socialist market economic system. The innovation researchon the statistical system of China is one of the most important problems that developthe statistical business. From the existing research results, it is not systematic forscholars to research this problem. This paper will combine theory and practice to dofurther research on the innovation problem of the statistical system of China.From analyzing the theory of statistical system, to analyze what is the statisticalsystem, and to research the statistics system's function, the influence factors of thesystem changes. This point of view is the statistical system that is defined as a set ofrules of conduct and implementation of security, which defines statistical activities ofrelevant main interests, constraint statistical activities related subject behavior, reducethe uncertainty about the transaction cost, and protect the rights and interests ofstatistical activities.
