Research On Capitalization Management Of Water Resources In Arid Area

In this dissertation, both ecology values and sustainable development standpoint are taken asguiding ideology and efficient allocation and sustainable utilization of water resources regardedas aim. Proceed from the principle of giving consideration to efficiency and fairness, thedissertation focuses discussion on the principal problems of water resources capitalizationmanagement in arid area by applying comprehensively the knowledge of all sorts of disciplinesand all kinds of research measures. By this research, a brand-new and efficient regime andfundamental model of water resources capitalization management is to be built under thefundamental system framework determined by laws and regulations in force, which is suited toour national conditions and in which property rights management is regarded as center, andpractical countermeasures and theoretical guidance are provided for the reform and practice ofwater resources capitalization management in arid area. The dissertation includes seven chapters. First, based on analyzing and defining of themeanings and fundamental characteristics of water resources capitalization management, thenecessity and feasibility of its exercise in arid area are analyzed in detail, and then the main aimsshould be realized and the fundamental principles should be replied are expounded clearly.Furthermore, in view of the present situation and main problems of water resources managementin arid area, the questions about water resources value and price, water property rights allocationand exchange, water resources adjustment accounts and water resources management system arediscussed and approached thoroughly, and some concrete countermeasures are put forwardaccordingly. In order to make the research more typical and the achievements in scientificresearch more feasible, a case study of the Tarim River Basin is done in the dissertation. Finally,the main conclusions and new ideas of the dissertation are summarized in brief and somesuggestions to the further research are offered.
