On The River Basin Management System Of Water Resource In China

Recent years, river basin management develops rapidly. It is becoming the tendency of the water management in the world to set up the mode of river basin management. It plays a very important role in the utilization and protection of water resources. It has proved that the mode of river basin management is an effective management system. The integration management is calling for the reform in the traditional management system.It has a long time for us to set up the administrative institutes of river basins, and formulated some principles and systems about river basin management. The law of water (2002) provided a new mechanism of management, namely, the connection of river basin management and administrative zone management , The legal status and functions of river basin managing institutes are confirmed. In fact, there is a long distances to set up the real river basin management.This article will introduce the general situation of river basin management at abroad. The aim of the review is to draw lessons from foreign countries to promote the development of a standard, legal and scientific watershed management in our country. And I will analyze the defects in the management system for river basin in the newly promulgated , it' s suggested that we should build a management institution of river basins with definite obligation that can harmonize the relationship among districts or department. Through analyzing the law of water, I conclude that we should confirm the rights and obligations of the river basin management institutions and administrative zone management institutions. We should provide some principles and system to harmonize the relationship of these two kinds of institutions, at the same time, it is necessary for us to establish the law. A scientific and rational management system is a pre-condition for effective management development, exploitation and protection in a river basin , and is also a basic organizational guarantee of sustainable development in a river area. Regarding the management system and problems in the system, I have analyzed in details the related factors and pointed out the importance of building up a new management system. And the concrete suggestions about talking a shape of the new system are made in the article. Some proposes for future river basin management will put forward from sustainable utilization of water resource.
