Workers 'political Logic Changes: The Workers' Congress System Study

The worker's congress system is the institution that to harmonize the relationship between state and working class, which is the important component to constitute the socialism political regime, so it always was the indispensable topic in the literature of the party state. And my dissertation focus on the worker's congress system, use the historical institutionalism to analyze it, firstly, I want to expose what the system is and what the political principle behind the system, then I will interpret the change of the political principle in the development of the system, at last, the dissertation will conclude the relation that between the inner logic of the system's development and Chinese state-building, I will account for the value of the worker's congress system base on the conclusion.The worker's congress system was set up in 1957, which aim to resolve conflicts among the people correctly. There were three critical changes about the system in the past years, firstly, the worker's congress system changed from the system under the leadership of the communist party to the independent system, secondly, the worker's congress which was a power organ had been transferred into the organ which have democratic manage power only, thirdly, the enterprise that the system practice changed from danwei system to corporation system. To conclude, the structural formation of the worker's congress system had transferred completely, in other word, it was the system which guarantee the power and leadership of working class in the past, but now it is the system which construct the autonomy space in the productive field, that workers can use the citizen's political rights to protect and realize its social and economic rights.The worker's congress system and its transformation reflect the special relationship between state and working class, this relationship is the political principle of the system. My dissertation use the political character structure of working class to conceptualize the special relationship, which means the working class have duple political character, that are class character and crowd character, the most important thing is party state possess the class character and the working class only have the crowd character, the working class can not become the working class for itself without the class character, so the party state must integrate itself with the working class, make the working class to be the class for itself by educate, organize and shepherd the working class. So we can find the worker's congress system is the institution which to integrate the working class and harmonize the relationship between the class character and crowd character, in one word, the system is the institutionalization of the political character structure of working class.The working class can only get class character and become the class for itself by cohere with the party state, however, the class is not a common class, is a political class which in order to seize power and take the party state and its system to represent its integrity. The working class is not a political class initially, it is not a political class for ever, either. The transformation of the special relationship between state and working class goes with the establishment of market economics and corporation system, under the influence of state and market, the working class change from the political class to the social class. The social class is constituted by citizens that have autonomy rights consciousness, this put the task of institutionalization of social class at the front of the party state.The autonomy of the social class is not the same as the class character that possess by the party state, so the content of the task to institutionalize the social class is to harmonize the autonomy and the class character in essence, and the accomplishment of the task is found on citizenship. Actually, the worker's congress system embed itself into the governance structure of corporation to construct a autonomy space in productive sphere after transformation, thus workers can enter the autonomy space and achieve its social and economic rights through political rights' practice. The autonomy in productive field is the fundamental way that forge worker to be citizen, and the transformation and practice of the worker's congress system are the basic approach to institutionalize the social class, all those imply that the political principle of the worker's congress system has evolved into the relation between state and citizen. It is easy to find that the transformation of the system is not a lonely process, this process is preparing micro-foundation for the transformation of general state system, so the transformation of the worker's congress system is also a process of the modernization of the state.If we generalize the configuration's transformation and political principle's evolvement of the worker's congress system, we can conclude like this:the development of the worker's congress system declare the basic logic of Chinese state-building. Chinese state-building have two phases which connect with each other but have different key point, the first phase is to seize and consolidate power by resort to class potent, and the second phase is to develop institution by virtue of citizenship. The transformation of the working class is the primary impetus to develop the institution, the practice of the worker's congress system is the way that the party state to institutionalize the working class, this not only imply that the institutionalization of social class is a basic component of the institution's development, but also imply that the process of Chinese state-building is deeply rest on the institutionalization of the working class, to be brief, whether the working class institutionalized or not is the mature symbol of Chinese state-building.
