Livelihood Efficiency Study

People's livelihood concerns the vital interests of the people.Improving people's livelihood is people's urgent requirement as well as the pursuit of value of the government on good governance. Improving people's livelihood not only focuses on the results, but also pays attention to the cost, which means the input-output efficiency of people's livelihood should attract attention. Efficiency has become an important factor in the quality of life in the case of the resource scarcity and sustained growth of the people's needs,it's concerned with the quality of life,the people's enthusiasm and creativity, as well as the economic and social development, which is an important part of the efficiency of people's livelihood.The efficiency of people's livelihood is a special efficiency category, which contains substantial content. In defining people's livelihood and people's livelihood issues, this dissertation deeply analyzes the efficiency of people's livelihood. The contents mainly include several aspects as follows:Firstly, the dissertation defines the efficiency of people's livelihood, which is the organic unification of direct efficiency and indirect efficiency or system efficiency. Direct efficiency is the ratio of the direct output of people's livelihood to the input of the people's livelihood, which is the change of the quality of life caused by the input of people's livelihood, with scale efficiency, allocative efficiency and utilization efficiency as its forms; Indirect efficiency or system efficiency is the ratio of the indirect output of people's livelihood to the input of people's livelihood, which is the change of the economic and social development caused by quality of life. Secondly, the system efficiency of people's livelihood is especially discussed in detail, which is the important content of the efficiency of people's livelihood. Thirdly, the dissertation analyzes the evaluation of the efficiency of people's livelihood. Scientific evaluation index system needs to be set up to measure the efficency of people's livelihood. According to the principles of scientificity, systematicity, concision, feasibility and development, evaluation index system is established. Fourthly, the dissertation analyzes the current situation and their reasons of the efficiency of people's livelihood. Overall, the efficiency of people's livelihood is not high, which is mainly due to inadequate investment in people's livelihood caused by the irrational structure of public expenditure, due to the unfairness of people's livelihood investment, due to over-monopoly and pan market of public services, due to the low government efficiency, due to the loss of expression of interest in the public service system and so on. Fifthly, some suggestions and countermeasures of improving the efficiency of people's livelihood are put forward. To improve the efficiency of people's livelihood, it is essential to transform the development pattern and lay solid financial foundation; To develop people's livelihood economy and regulate the initial distribution; To develop people's livelihood political, transform government functions and actively promote the reform of the administrative system; To establish and improve the public finance system in which the people's livelihood is taken as a priority as well as the system in which all our people enjoy their rights to education, employment, medical and old-age care, and housing, and implement the equalization of public services; To make the best use of social organizations and enterprises in improving the efficiency of people's livelihood.
