Since reform and opening up, great changes have taken place in the economic infrastructure, institutional environment, social conditions, transmission mode of cultural survival and development, along with which are the switch of the planned economy to market economy and the development of their own cultural practices.At present, Chinese cultural advancement is not able to adapt well to the environmental and conditional changes of new period home and abroad economy and culture. A lot of problem which Chinese cultural advancement confronted are related to Chinese cultural management system, which does not adapt to new development's need.Therefore, the greatest challenge is still a management system obstacle which currently restricts Chinese culture development. The mission reforming cultural management system, emancipating and developing the productive forces further sways before us.Guided by Marxian dialectical and historical materialism, this article brings forward the train of thoughts and some countermeasures on reforming and innovating on the Chinese cultural management system, which applies the logic deduction and inductive inference, economics, sociology, policy science to analyze and study.Chapter one: Introduction. A comparatively detailed description is carried out on the environmental background of the reformation and innovation of the Chinese cultural management system. Then, chapter one points out the urgency of reforming cultural management system. By analyzing several problems that China has come across at present in cultural advancement, I reach a fundamental cognition. Namely to our country, the key point of driving the cultural advancement is to realize the institutional innovation and political systematic innovation of the overall management system and make it work smoothly. If not, the development of our national cultural advancement may not be such optimistic in the 21st century.Chapter two: Review of relevant basic theories. This chapter gives a brief induction and summary on the origin and study of west cultural industry theory, the bourgeoisie economists and Marxism mental production theory, as well as the general institutional innovation theory and government role in institutional innovation etc. These basic theories will be a guide to the cultural management system reformation and innovation.Chapter three: Several important categories should be analyzed first. And first of all, we should give a clear definition to the category"culture"in order to study the reformation and innovation of cultural management system. We should also clear the basic concepts between culture product and culture produce, as well as the connotations and interrelations between cultural establishments and cultural industries."Culture"is one of the most complicated vocabularies. Essentially speaking, various definitions of culture can be grasped in two aspects, cultural life content and material life way. Owing to this, academic circles divide"culture"in the broadest significance into Broad sense culture and narrow sense culture.Culture, which this paper is studying on in the reformation and innovation of cultural management system, means narrow sense culture on cultural life content. It can be divided in the way of cultural management and operation into public welfare culture and management culture.Modern culture production, as peculiar commodity production, mentally or materially, has both characters of mental and material, and is also double effected by the law of value and the law of art at the same time. Products by culture production have the attributes of ideological form, commodity and public product.The strong and weak difference among these three kinds of attributes in culture product and also the attribute of product property right decide the partition of cultural establishments and cultural industries. Under the condition of socialist market economy, studying on the classifications and positions of culture production units is the basic important logical starting point and practical premise in cultural management system reforms. Chapter four: History and current situation of Chinese cultural management system reformation. It is necessary, for further researching the reformation and innovation of cultural management system, to study the history and current situation of Chinese cultural management system reformation. China's cultural management system reformation and culture system reformation have been going side by side.In the past more then 20 years since 1978, this process can be generally divided into three stages: from 1978 to 1992, putting out a culture system reform and taking the first step; from 1993 to 2002, putting out the concept of culture industry and working out the culture industry policy; from 2002 till now, putting forward theoretical innovation of culture system reform and development and undertaking.Since reform and opening up, Chinese cultural management system has already experienced a great reform to meet the need of social transforming and ideological development. Some characteristic of the new cultural management system have showed up.However, we must pay attention that, there are still a lot of system defects existing in China's current cultural management system, such as Party in charge of governance style, interrelations between cultural establishments and cultural industries, multi-management, superintending system on state-owned culture assets management, etc. These are key problems to be settled down.Chapter five: Study on the experience from Western countries'typical cultural management pattern. To study our country's cultural management system reforms, we not only need accumulate national experience, but also study and learn Western countries' theories and practical experience.The foundation and improvement of European and American countries'cultural management pattern has a history of development. In this history, European and American countries learned each other, and formed effective rules and regulations and manage modes of culture management step by step according to their own situation.Their culture management pattern can be divided into three kinds in general: American pattern, English pattern and French pattern. Other Western countries adopt one of these patterns to some extend or some ways of all of them.This chapter sums up the pattern and characteristic of American, British and French culture management. Meanwhile, I sums up their experience, which is analyzed and judged whether they are suitable for China.Chapter six: The transformation of Chinese government culture management function and its re-definition. I believe that the core part of reformation and innovation is the transformation of Chinese government culture management function and its re-definition. In order to solve the existing problems in our country's culture management system, stimulate the vigor of national culture development and promote our country's cultural soft strength, reform must start from the system's designer, the government.Each part of cultural management system reforms is close related to government's transformation. Whether the transformation of government cultural management function succeeds or not is the key to our country's cultural management system reforms, and also the entire cultural system reforms.At the present stage, changing the ideas of government, promoting the government institutional innovation, deepening the reform of the government, and making the cultural management system liberated from the planned-economy system, which can adapt to the socialist market economy system, to the development situation of our culture, and to the law of culture development. These are the key subjects and important missions to the government function transformation.This part will hold an elaboration on the guided concept, fundamental principles, transformation pattern and the function location of Chinese government cultural management function transformation, as well as several problems needs to be paid attention.Chapter seven: Countermeasure study on deepening the reformation and innovation of cultural management system. On structuring the new system fundamental frame, the following contents are included, besides government function transformation, which is the core: First, construct vivid and vigor microeconomic cultural market unit. In this aspect, the key point is to reform state-owned culture operation units and turn them into commixture economic patterns which take public ownership as leading factor, and stock system as main form.Second, build up a cultural market system, unite and open, competitive but order. This system includes culture product market, culture element market and cultural market intermediary organization. Hence, break barriers among different departments and regions, promote cultural resources and elements to flow liberally, realize optimization grouping, and forming new economic growth points, which would provide a fine market environment for culture industry.Third, build up macro culture management and market superintendent system. This system includes cultural legislation, culture industry policy improvement, stated-owned cultural asset management, culture market superintendent system, and culture financial system, etc. This would be an institutional support for the stable and healthy development of culture industry.This chapter discusses on the most urgent missions we will have to deal with for promoting deepening reformation after government function transformation. It is mainly around the following topics: rebuilding culture market unit, constructing culture market system, perfecting culture institution system and reconstructing culture financial system.
