On the basis of occupying a wealth of historical data, drawing and absorbing lessons from the relative research achievements, this paper uses an interdisciplinary approach, together with the theories, methods and achievements in history, economics, ethnology, policy studies, politics and sociology, to get a comprehensive study of the national economic policies for the administration of Xinjiang in Qing Dynasty. Under the different political and social backgrounds, this paper systematically discusses and analyzes the ethnic policies and economic policies for the administration of Xinjiang in different period of Qing Dynasty. During the process of writing, giving consideration to both the positive and negative, this paper strives to grasp the whole thread of the ethnic policies and economic policies for the administration of Xinjiang in Qing Dynasty comprehensively, objectively and accurately, and to give a real reflection of the evolution process. Then it summarizes the phase characteristics and make an objective, impartial evaluation, after that, it puts forward some rational proposals and applicable countermeasures for the party and the nations to make and implement policies in Xinjiang.Including introduction, this paper can be divided into five parts. The Introduction is about the purpose and the significance of this paper. It reviews the correlative research about this field, gives the definition of the concept and gives an introduction of the main contents and methods of this research. The first chapter is focus on the economic exchanges and contacts between the Qing Dynasty and Xinjiang region which was then under the rule of Dzungaria. In this period, though the communication between Qing and Xinjiang is poor, the ethnic policies and economic policies in this region have laid a solid foundation for recovering Xinjiang in Qing Dynasty. The second chapter is under the background of recovering, the Qing established the Military Administration, and implemented series of ethnic policies and economic policies for the administration of Xinjiang, which were mainly on the policies for opening up wasteland for farming. Through the analytics, this paper points out the basic characteristics that these policies mainly on the purpose to service the militaries. The third chapter discusses the policies in late Qing Dynasty, especially when the province system was established after Zuo Zongtang had recovered Xinjiang, through the analysis, this paper points out that, with the development of society, the reformed ethnic policies and economic policies should play a significant role in developing the economy and elevating people's livelihood, because the province system was more progressive than the Military Administration. But in fact, for the halfway reformation and strength deterioration of the Qing Dynasty, the reformed policies did not play theirs expected role. Based on a summary of the ethnic policies and economic policies, the fourth chapter puts forward the principle of the current formulation of the ethnic policies and economic policies in Xinjiang, and also puts forward that the four relationships should be focused on in developing national economic in Xinjiang. Further, it points out what should be focused on in the process of making policies for current development of national economic in Xinjiang is the convergence of industry policies, industrial policies and national policies, how to improve the participation of local minority business in the national economic construction and how to foster self-development function of the Minority, and coordinating the development of urban and rural.
