| PurposesPurpose of this study is to establish a set of Performance Evaluation System of Reproductive Health (RH)Service of among floating population with relatively high efficiency and reliability, which is used to facilitate the standardized and scientific management and practice of RH services for floating people, by means of qualitative and quantitative approach, comprehensive use of RH services related theory, performance evaluation theory and mathematical statistics and operational research methods. Meanwhile we had carried out empirical research to provide methodology and model for performance evaluation of migrants'RH services, and methodological base and recommendations in the future practice.MethodsThis study had constructed a set of Performance Evaluation System of RH services among floating population, by means of literature research, Delphi expert consultation, mathematical statistics, and operations research methods and with the support of reproductive health-related theory and performance evaluation theory. Meanwhile we carried out site investigation, using a variety of mathematical statistics and operations research methods for comprehensive evaluation from a third party angle. Which follows:Literature researchLiterature related to RH services among floating population, performance evaluation method and comprehensive evaluation method were retrieval, organized and analyzed by applying search tools and databases such as CBM disc, PUB Med, Cnki, China Science and Technology journal database. Legislation and policy documents related floating population and family planning/reproductive health were searched for, summarized and analyzed.Delphi methodIn terms of the importance and feasibility of the alternative evaluation indicators, combined with expert opinion we streamed, merged, and added and deleted the indicators, and then constructed the evaluation index system, and calculated objective weight of indicators. Field investigationThrough comprehensive use of literature review, field observation, interviews and questionnaire survey, on-site evaluation was conducted.Methods of Mathematical StatisticsDescriptive statistics, analysis of variance and general linear model, principal component analysis, factor analysis, cluster analysis, Rank Sum Ratio (RSR) method, etc were used.Operational Research MethodsWeighted composite score method, AHP, gray degree of association cluster, combined evaluation were adopted.ContentsConstruction of evaluation index systemSelection of performance evaluation index of RH services among floating population was constructed by using literature research, Delphi method. According to the scores of importance and operability of index on the basis of the expert advice, the evaluation index system was constructed.The index weightSubjective and objective weight of three level index is calculated separately using the AHP method and the maximum deviation method, and integrated weights calculated and obtained by using the combination weighting ideas.On-site empirical evaluationsEvaluation data was collected on the basis of evaluation index system, using a variety of qualitative and quantitative method. According to "operational guidelines for the RH service of floating population performance evaluation indexes" which was worked out by discussion group, indexes have been scored strictly to ensure the objectivity of evaluation data.Reliability, validity and differentiation of evaluation index systemFactor analysis was used to test the validity of indicator system structure. Cranach a coefficients was calculated to test the reliability of indexes. Clustering analysis and variance analysis are used to test the validity of the index system of distinction.Satisfaction Evaluation and AnalysisRH service among floating population supplier:Satisfaction of family planning personnel has been analyzed and evaluated by using the mathematical statistics method; Demand-side: satisfaction of floating population has been analyzed and evaluated by using the comprehensive evaluation method and sorting, and the influence factors were discussed. Study on application of various evaluating methods in the performance evaluation of floating population reproductive health services We respectively applied the weighted comprehensive point rating method, Topsis method, the RSR method and the method of gray degree of association cluster to evaluate reproductive service performance of twenty districts among three cities; studying the reliability and the consistency of the above comprehensive evaluation methods, and trying to seek more scientific, perfect, and accurate evaluation model of portfolio.ResultsThe performance evaluation index system of reproductive health service among floating population was built, indicators being credible, effective and comprehensive. This study had built categories of tertiary structure index system on the basis of supportive index, service function implement indexes and the results and output index, which consist of 3 first-level indexes,14 secondary indexes, and 43 three-level indexes. Clearly, the indicator system embodied system idea.The content of the index system covers elements advocated by the latest target of reproductive health services and the performance evaluation. Delphi analysis shows that the experts in consultation are representative, coordinate and coefficient, consulting result being valid and reliable. At the same time, the reliability and validity of the evaluation index and the degrees of distinction also confirmed the above conclusions.Using the combination weighting method to determine the weight of the index system The index weight in this study was considered with both subjective and objective factors, advantages and disadvantages, so that the weight coefficient with relative scientific and accuracy, and could reflect objective circumstances of RH service among floating populationResults of evaluation of various synthetic evaluation models were basically the same, and combination evaluation can effectively reduce the evaluation error.In this study, we had applied the weighted comprehensive pointrating method, Topsis method, the RSR method and the method of grey relational clustering respectively to evaluate RH service performance of twenty districts among three cities; According to results of Spearman rank correlation test, results of four comprehensive evaluation methods were consistency. On the basic of above, three comprehensive evaluation results were combined, and the results showed that the result is more reasonable, and comprehensive evaluation result to control error in minimum range. Results combined with desirable more credible for different evaluation objects sort is more reasonable.Study on satisfaction of family planning staff and reproductive health service among floating population and influencing factorWe can find that, satisfaction of family planning service staff of 20 districts among the three cities has difference, Wuhan less than Shenzhen. Satisfaction distributed in age, gender, and service and working post were not found statistically significant. Satisfaction of floating population distributed in the districts has the significant difference. Wuhan city located in the third class from a different perspective (the poor area) 3, which prompting us to research mechanism improves service quality to improve the service object satisfaction. Variance and general linear model analysis results showed that factors that affect satisfaction of RH service among floating population were educational level and Labor properties, which reflected in satisfaction of the lower level of education was higher than relatively high culture and manual laborer higher than white-collar worker.ConclusionIn this study, index system of RH service among floating population was built, and which was the broader coverage, effective, and credible. Weight of the index system has been determined; RH service performance of twenty districts among three cities have been evaluated; Meanwhile Family planning staff satisfaction and floating population reproductive health service satisfaction and influencing factors have also been analyzed.
