From 1980s, the continuing growth of China's medical expense has become the focus from all walks of life. This growth has also caused the rapid climb of China's resident public health expenses. The continuing rising of medical expense has brought a lot of pressure on the consumers, especially on those from the low income groups. This rising also gives rise to many serious social problems. In the view of the high medical expense, China's central government takes many measures to control this unceasing growth. The effect is yet not so obvious.The high medical expense has become a heavy burden on every Chinese civilian and is proposing a new topic for the China's 30 years high speed growth and the structural reforms. Therefore, to accurately analyze the hidden cause of the medical expense problem and to propose more effective strategy are not only the objective demand of solving the problem but also the need to improving the explanatory ability of the theories. In a word, the study of medical expense treatment is meaningful both in theoretical level and in practical level.This paper selects the interest group theory as the basic theoretical framework and tries to explore the hidden problem behind the high medical expense. Firstly, this paper summarizes the definition and performance of interest group and analyzes its impact on China's social and economic development. Secondly, this paper applies the behavioral theory and game theory into the analysis and draws an outline of a special interest group formed by medical factory, hospital and the related administrative department. Through the analysis of their collusion, this paper tries to accurately reveal the hidden cause behind the high medical expense, high medication risk and intense doctor-patient conflicts. Thirdly, through the summarization of the successful examples and advanced experiences of other countries, this paper tries to find out the meaningful reference for the medical reform of China. At last, through the analysis of the special interest group formed by medical factory, hospital and medical administrative department, this paper proposes the suggestive policies in breaking the medical interest link and the special interest group.Through the analysis, this paper makes the conclusion that the special interest group formed by medical factory, hospital and medical administrative department causes the present situation and influences the social harmony. The reform of medical system of China has become one the biggest issues that influences the future China. Therefore, the analysis of this paper is meaningful in three aspects: Firstly, based on domestic and foreign research findings, this paper builds a model of special interest group, and forms systematic research framework. This is also of great importance for the study of special interest group. Secondly, through the study of the actual situation of China, this paper proposes suggestive policies on breaking the interest link and the special interest group. The suggestions are meaningful in practical level. Thirdly, through the systematic study, this paper gives the suggestions on China's medical system reform. This is contributive to the China economic and social development.
