Medical Expense Control Policy Effectiveness Analysis

In recent years, the excessive growth of medical expense, which is influenced by market economy development and health reform police adjustments, has become hot issue that our government focuses on. The growth of medical expense not only influences the fundamental interests of our citizens, but also directly related to the economic, social and global stability. Therefore, it is necessary for us to study the actual results of medical expense control policy, as well as identify and solve the negative impact brought by control policy.The purpose of this study is to analyze the factors of medical expense, and to control the medical expense control policy in China by means of policy instruments, and use a variety of analytical methods to verify the actual effect of medical expense control policy. Moreover, to provide some suggestions for the reform of the new round of medical expense control, by comparing the medical expense of other countries and the reform of the policy guidance, to extract the experience and lessons that should be learned, and to provide some suggestions for the reform of the new round of medical expense control.Firstly, this thesis introduces the background and theoretical basis of the study, provide data support for the follow-up medical expense control policies by analyzing the growth factors of the health costs. Next, it verify the effectiveness and negative aspects of medical expense control measures by analyzing the drug accounted for the control, the cost control and management of basic medical institutions to reform. Then it provides detail analysis and suggestions on the medicine price regulation and basic medical system reform according to the problem and shortage of medical expense control policy. Finally, it gives conclusion and prospect of medical expense management and control policy, and looking forward to give new ideas to the reform of medical expense management.The conclusion of this thesis is that the government has played a certain role in controlling the medical expense in China. However, due to the lack of control policies, public hospitals’ profitability has not changed, and the supporting policies and government investment is not enough, the growth of medical expense is not very good. Therefore, in order to adjust the medical expense structure and restrain the growth of medical expense, the government should actively promote the basic medical and health service system, increase government investment in medical services, improve the medical service market’s self-adjustment mechanism, improve the medical insurance system, accelerate the reform of public hospitals and etc. The government can guide the policy guidance of the medical market behavior, to achieve the basic purpose of reducing medical expense, so as to promote the healthy and reasonable development of the medical market.
