The Research Of Medical Risk Early-warning System In Public Hospitals

Medical risks exist generally, and the consequences are very serious, but not uncontrolled. The core of medical risk management is a systematic method and process by which the hospital can control the influences of future risk matters in the lowest degree and can control influences in acceptable scope in facing uncertainty and change in the process of realizing their strategic objectives. Researching hospital risk management is of very important theoretical and practical value in identifying risk category and characteristics, making definition and measurement of risk factors, establishing risk early-warning system and risk management procedures.On the basis of existing research literatures, this paper combed through the concept of medical risk, management of medical risk and process management of medical risk early-warning system. According to the characteristics of medical treatment activity, distributing situation and trait of medical risk, we optimized the medical risk early warning model and defined the medical risk factors. It realized identification, forecasting, diagnosis, monitoring and control of the key risk factors, thereby improving effectiveness and success of medical service activities.The following research conclusions were analyzed with qualitative and quantitative method, combined with theoretical and empirical research method.(1) the characteristics and distribution of medical risk were studied by definition of medical activity concept and risk category.(2) Combining with the recognition of medical risk attributions and the constructive principles of medical risk early-warning indexes from different scholars, the method of risk identification were studied by comparative analysis and the key indicators of medical risk were put forward using questionnaire and multivariate statistical analysis. Eventually we got the 45 key medical risk indexes in four aspects of medical risk.(3) matrixes of medical risks were established by evaluating quantitatively the 45 risks using the method of "risk matrix quantification" and Delphi technique(4) Based on compared and studied the current major risk early warning methods, and analyzed the characteristics and limitations of various methods, we put forward improved medical risk early warning model by genetic algorithm-the BP neural network theory. This model overcame the deficiency of traditional warning methods, and had highly parallelism improved the nonlinear, self-study habit, adaptability and large-scale parallel distributing knowledge processing power of risk early-warning system.(5) We determined the prevention and control target of medical risk, and emphasized building stable and harmonious hospital internal environment, meanwhile evades and effectively control risk factors in the medical service process, so that the medical service activity implementation is always in good controlled condition to achieve the desired effect of service, thus make the health service realize social and economic benefit. On this basis we analyzed mechanism of risk control and conduction and strategy of risk prevention and control.(6) we analyzed the supporting conditions of medical risk pre-warning system from decision-making and implementation of the organizational framework and emphasized through three processes coordination, personnel flow, and strategy process and working flow, to improve the execution of purpose.
