The practice of sub-metering in commercial buildings has been developing fast in last few years. The projects are growing as well as the problems, including un-uniformed definition of end-users, poor data quality, and issues in application of data. Those problems indicate that there's still some misunderstandings of the meanings and goals of this work.In this paper, the research work was carried out as follows:1. Reviewed the meanings and goals of the construction of sub-metering system. The functions of"energy efficiency management platform"and"assistance of energy efficiency diagnosis"are recognized as two basic functions of the system. The structure and technical requirements are made clear.2. Summarized common energy data classification models. 4 important principles on energy data classification are proposed, including comparability, ease of use, completeness and adaptability. A recommended energy data model is raised.3. Studied the characteristics of electricity distribution system and the energy consumption features of terminal equipments. An indirect metering system was built. Optimization of Adjustment Algorithm (OAA) was proposed to break down the energy consumption data. Two different boundary conditions were defined for this algorithm. Load ratio model was used to predict the energy consumption of terminal equipments. The way to improve the accuracy of the prediction is also discussed. Two designing methods, based on experience or statistical data, were founded on the basis of OAA and the prediction method above.4. Designed the database structure and the algorithms for the data process. Interpolation algorithm and repair algorithm were mentioned. The detection and correction of a series of common data errors was proposed.5. Basic mathematics on the analysis and application of the sub-energy data was discussed. The factors that affecting energy consumption were classified into objective factors and controllable factors. The sub-energy data is the basis to realize social fairness in quota management wasproofed. Quota management and data oriented energy efficiency management were suggested. 3 basic diagnosis methods, including wave specification method, parameter fitting method and efficiency indicator method were defined and case studies were given.
