There are many large-scale integrated transportation hubs have been undertaken now in China. But some prevalent problems like the uncertain functional requirements, operational inefficiencies and other problems have taken place in the process of the transportation hub operation, which lead to the value of the hubs construction can not be well accomplished. Many studies for these problems are more technical and lack the systemic point of view and integrity, and few studies for the systematic pre-planning study in the perspective of the hub value accomplishment (the meet of stakeholders'demands) within the full life cycle. In the point of view, the hub value planning study was studied in this paper followed the logic process including the demands identification of the value planning, the demands coordination of the value planning and the demands conversion of the value planning based on the stakeholder theory, in order to achieve the hub value planning in the aim of the accomplishment of the integrated transportation value. This paper had completed the following work:(1) Identified the interest demands of the hub stakeholders. Identification of the interest demands of the hub stakeholders is the basis of the hub value planning. The stakeholders were identified through questionnaire surveys and field research within the scope of project full life cycle, then three core hub stakeholders were confirmed including government, passengers and the hub operation management company from the view of stakeholders'initiative, importance and urgency. Based on the interest demands analysis, the hub core stakeholder's interest demands were obtained.(2) Coordinated the interest conflicts of the core hub stakeholders. Firstly, the main conflicts between the core stakeholders were identified. Secondly, the model of conflict coordination was established to analyze the major interest conflicts, through the combination of the Delphi method, Pawlak model, Thomas-Kilmann model and the third-party consult. Finally, the coordination consensus solutions was formed and integrated into the overall functional requirements of the integrated transportation hub, and then the whole process of conflict coordination was formed including the identification of conflicts, the analysis of the conflicts and the resolution of the conflicts.(3) Established the value accomplishment model of the integrated transportation hub based on QFD method, and accomplished the conversions of between the hub functional requirements and the value goal. The conversion process about the interest demands to the technical needs, the technical needs to the indicator requirements and the indicator requirements to the value target of the integrated transportation hub was completed based on the QFD method. The hub value target and the importance taxis were obtained through the conversion of the technical language and the hub functional requirements, and then were applied to the engineering design, which could regulate and guide the design process of the hub. Finally, Tianjin integrated transportation hub was taken example to study its value planning.
