Study On Multi-planning Conflict And Coordination In Haizhu District Of Guangzhou City

Over the years,the degree of urbanization in China has gradually deepened.As can be seen from last year's government report,the level of urbanization in China has reached 58.75%.However,in the process of urbanization,due to the various types of planning and the complex relationship,the overall planning effect is not good,the cost of construction is increased,and at the same time,social relations will be sharpened.Therefore,"multi-planning coordination" is an important way to accelerate the transformation in urbanization,especially in land use.The main source of conflicts among various plans is that there is no standardized planning system and mechanism in China.Because of their own interests,different government organs will intensify the competition for space resources.At the same time,because the government functional organs act as a bridge for information communication,there is a problem of inadequate access to information.Therefore,the establishment of a scientific and systematic planning system and the improvement of coordination measures in all aspects of planning can make all kinds of planning scientifically parallel,complement each other,coordinate and make full use of the functions of various planning.Over the years,there have been fruitful research results on the subject of "multi-planning coordination",but the more concentrated research direction is comprehensive planning,building information systems and other aspects,but the research results on multi-planning coordination are relatively rare.In this study,Haizhu District is selected as the research object,and the comprehensive planning and special planning of various administrative departments are systematically studied.The existing problems in the process of actual planning landing are analyzed,and the related mechanisms of multidisciplinary conflict and coordination are systematically studied and analyzed.Firstly,according to the planning compilation,planning implementation and Planning Conflict performance of Haizhu District,this paper systematically combs the existing prominent problems and causes of various kinds of administrative planning and special planning in Haizhu District from design to landing,and on this basis,combs the existing problems in the process of multi-planning coordination,so as to make further research.The study provides a detailed basis.Secondly,the actual cases of multi-planning coordination in Haizhu District are analyzed,and the main problems of various planning in the formulation of itineraries and landing areas are elaborated.In view of the generality and individuality of the existing problems,according to the actual situation of Haizhu District,the landing system of multi-planning coordination is determined,and the practical operation of multi-planning coordination in Haizhu District is analyzed.This can not only help Haizhu District to solve the current planning conflict,but also provide some reference value for the research of the implementation of multi-planning coordination.
