In recent years, China's major environmental pollution incident occurred frequently, which had a serious impact on the ecological environment, people's health and social security. Sudden environmental pollution accident has become the major issues, which can not ignore for the strategy of sustainable development of human society, has attracted great attention in today's society. Domestic and foreign for sudden environmental pollution accident early warning, monitoring and emergency response decision-making systems are a lot of research, but in the sudden environmental pollution after the accident, emergency treatment and disposal of research is relatively small, only for different accident type of emergency measures were analyzed, such as for accidents caused by fires, explosions, leaks and other disasters disposal measures. However, emergency treatment and disposal equipment, integrated, real-time field data acquisition, wireless communications, emergency and decontamination command and control decision-making functions of the emergency mobile platform must be resolved.This paper studies and exploits the emergency mobile platform model with emergency disposal; emergency command system, the power distribution system and he function of the emergency decontamination. Emergency disposal technology mainly includes decontamination vehicle associated with spray technology solution, classification pour cans of spray technology, powder spraying technology, etc. Emergency command system mainly includes real-time communication system, computer control terminals, site monitoring and video transmission systems, audio acquisition broadcast system, etc.This paper takes combination of hydraulic damper and wire rope shock absorber as two degrees of freedom vibration model of car cabinet and discusses vibration characteristics. The key factors of cabinet of vibration isolation system are the body's incentive input frequency based on the emergency mobile plat form and damping value of the vibration absorber system. When the basic incentive frequency are different with the natural frequency of the cabinet, vibration absorber system is well used. When the incentive frequency of foundation is27, damping values of the vibration isolation system is between0-40and the effect of using vibration isolation system is also well used.ANSYS Model is used to analyze the key components of emergency mobile platform. It is shown that only the eighth frequency is97.236Hz closer to the engine natural frequency about100~150Hz, which is the possibility of occurrence of sympathetic vibration. After optimization and parameters adjustment, the eighth frequency is81.369Hz, which avoid the possibility of sympathetic vibration.Vibration characteristics is analyzed by system mode, power spectral density, transfer function, frequency response function on the basis of the mobile platform of emergency's vibration model. In particular, analyze speed and payload affecting on the vibration. It is shown that car cabinets and chairs have better vibration under the effect of vibration isolation system.Influence of the inlet velocity and the diameter of nozzle on the negative pressure suction is been analyzed. The speed-negative pressure model is established mathematical this paper studie the law of to under by and establish model about and analyze the mechanism of mixture about the water and wash cut agent. The paper make the experimental study about the efficiency ratio influence by the factors such as the suction under negative pressure, wash cut agent.For emergency environmental pollution incidents in the course of treatment and disposal equipment problems, the design of the decontamination solution preparation spray device. About0.25MPa can be obtained in a satisfactory ratio of efficiency.③jet fluid injection port as quickly produce a very strong solution of the relative vacuum, spray mixing chamber should maintain a certain distance.Through field exercises, simulated emergency mobile platform leak of hazardous chemicals, explosions and other major environmental pollution incident handling disposal, treatment and disposal of the various functions of the mobile platform has been verified, and tested the relevant data drills, drill results emergency mobile platform that the functional, performance, fully able to meet the major environmental pollution incident on the treatment and disposal work.
