Research On The Strength Of Coastal Zone Development And Utilization And Its Evaluation

The coastal zone is the most important living area of resources development andhuman survival. China has 18000 km of coastline, and costal economic played animportant role in our country's economic development. With the development ofeconomic and society and theory research on resources industry economic, it is a hottopic that how to insure the comprehensive, harmonious and sustainable developmentof society, economic, and environment in the research of coastal area.This study drawing on existing coastal development on the base of the relevanttheory, combined with the content and requirements of the economic theory whichrelate to resources industries. Departure from the viewpoint of system theory, strengthof the coastal development, affect of the coastal zone development and utilization ofthe strength of the various factors and evaluation methods, integrated to coastal zonedevelopment and utilization of the strength evaluation model. This paper in a studycase of Wenzhou City, selected nearly five years of coastal development andutilization of the status of Wenzhou for the study of the relative intensity. What's more,the study selected 2015 indicators of Wenzhou coast with the absolute intensity ofdevelopment and utilization as the target, 2011 indicators as the base of empiricalanalysis on the coast of Wenzhou City at this stage with the development andutilization of strength. Through the study case of Wenzhou, verified the coastaldevelopment and utilization of strength evaluation method and evaluation the validityand feasibility of the model, which has obvious theoretical and practical significancein China's sustainable development and utilization of the coastal and scientificmanagement. The results are as follows:(1) Wenzhou City, coastal development and utilization of the strength in the pasttwo years, greatly improves. Obtained according to the evaluation model andcalculation methods, 2011 Wenzhou coastal development and utilization of acomprehensive evaluation of the relative intensity of 0.76, the comprehensiveevaluation of the absolute intensity value of 0.59, target distance of twelfth Five-YearPlan there is a certain distance. Wenzhou's coastal zone development had the strengthof the potential in deep-level mining larger space.(2) From the evaluation results, Wenzhou's coastal development and utilizationof the strength in the higher strength stage, according to the Coast with thedevelopment and utilization of the general stage theory, Coastal economic andindustrial development, Coastal ecological and environmental protection should focuson ideas and methods and during the twelfth five-year plan period of Wenzhou City,to improve development and utilization intensity of coastal zone.(3) Comparing with different kinds of natural resources of Wenzhou, theintegrated management of coastal zones in the coastal zone development andutilization of the growing importance of the work should cause the relevantdepartments of great importance. Policy of integrated coastal zone managementmeasures should be enhanced resources policy, industrial policy, management policies,environmental policies, the policy coordination, and concerted efforts. Ultimately,wewill achieve comprehensive, coordinated and sustainable development.
