Research On Industrial Transfer Of The Beijing-Tianjin-Hebei Based On Industrial Safety

From a global point of view, the economic circle formed by the urban agglomeration has become the leading role in the world economic competition. Their development plays an irreplaceable role in the economic development of a certain region and even a country. The development of economic circle needs to cooperate with each other. From the point of view of industrial economics, this is reflected in the industrial cooperation between the members of the industry, and the construction of urban economic circle need to make industrial transfer as a priority.This thesis takes the Beijing-Tianjin-Hebei economic circle as the research object. With the empirical analysis and normative analysis of research methods, this thesis discusses the mechanism of industrial transfer in the Beijing-Tianjin-Hebei, the transfer of industry choice, the transfer of industry safety evaluation and industrial optimization layout.Based on the industry transfer theory and the industry security theory, this thesis analyses the existent problem and elaborates the industrial transfer mechanism of Beijing-Tianjin-Hebei from the economic development, ecological environment and industrial transfer of Beijing-Tianjin-Hebei economic circle. The market driven and government regulation are two main wheels of industrial transfer. Factor endowment differences in production and industrial structure difference as the driving force of the market, some industries should be transferred from Beijing to Hebei and Tianjin, while some industries in Tianjin will be transferred to the relatively backward Hebei. The aim of this study is to compare the industrial gradient among Beijing, Tianjin and Hebei, and point out that the regional industrial dislocation development way that Beijing should be the development of high technology industry and producer services, Tianjin should develop energy and petroleum equipment manufacturing industry, and Hebei develop modern industry and agriculture, so as to obtain the reasonable layout of the industry in the region. In order to ensure the smooth implementation of the industrial transfer, the capital economic circle should be overall planning, coordinated development, industrial transfer side should play an active role in the engine, while the industry should focus on improving their level.The main contribution of this study is:Firstly, respecting market oriented in the first, the government’s guiding in the second, the overall grasp of the development ofthe capital economic circle, attention to the core city of the economic circle of radiation. Secondly, when the industrial gradient analysis is carried out, the analysis of the dynamic change of the industrial transfer is made, that is to construct the industry growth rate, and to make a comprehensive judgment of the industrial transfer trend. In addition, this paper makes an evaluation of the impact of industrial transfer based on the theory of industrial security in general. The most important point is the relationship between industry and ecological security. With the increasingly severe environmental problems in the capital economic circle, the choice of industrial transfer will become more and more important to the environment. Finally, based on P-S-R (pressure-state-response) framework, the index system for the safety evaluation of the transfer industry is established. The index system based on P-S-R framework is selected and analyzed from the point of view of the system; the economic environment and the ecological environment of the whole region are regarded as a system. This thesis empirically evaluates the impact of 16 transfer industries based on the power of the industrial transfer, the state of the production factors and the environmental response.
