The Change Of Strategic Vision And Its Philosophical Thinking

Nowadays, with the development of the history and the progress of the society,connotation of the strategic vision and the strategic thinking have extended from military to Politics, economy, culture and other aspects, even become a part of the daily discourse. The transition of the strategic vision is a complex historical process,which put "Grand Strategy" theory into our research scope. "Grand Strategy" is of a unique structure and content, which isn’t a pure sum of strategy, or a particular aspect of strategic representation. In turn, "Grand Strategy" is a piece of "mystery virgin land", which has been one of the research focuses.In fact, some important basic issues of "Grand Strategy" are core contents for the transition of strategic vision. It is a significant research question to trace the source and history of "Grand Strategy". In our view, compared with the strategy, the main characteristics of "Grand Strategy" reflect in three aspects. Firstly, the means of "Grand Strategy" not only include Military means, but also political, economic,diplomatic, cultural and other approaches; not only direct approach of strategic implementation, but also indirect approach. Secondly, the objectives of "Grand Strategy" include not only a field or a phase objective, but also overall and long-term objective of a country or an organization. Thirdly, "Grand Strategy" needs to coordinate properly among the system of strategic means, and the system of strategic objectives, and between means and objectives. "Grand Strategy" originates from strategy, but overtops strategy. If illustrating in the language of philosophy, it can be observed that the transaction from strategy to "Grand Strategy" is a syllogism structure: affirmation, negation, negation of the negation. This is a spiral development process, which reveals the actual connotation of the transition of the strategic vision.Thus, standing at the height of strategic philosophy, we should introduce philosophic method and analysis thought to dissect "Grand Strategy" inherently and deeply, and sum up its essence, law and value. The research will help us to forecast and analyze the expansion of strategic thoughts, its development formation, and the formulation and implementation of the important strategic decision in the future.Specifically, the transition of the strategic vision can be researched from the following several respects. In the first place, influencing by the changing times, "Grand Strategy" has a time frame of reference, and is an outcome under the modernization developing to a certain level. Through developing productivity, the industrial revolution changed the social history, speeded up the development process of the strategic theory, made qualitative change in the strategic structure, and opened the development path after that. These factors lay the groundwork for the arising of "Grand Strategy". Since then, two world wars urged us to reflect traditional strategy.Taking the opportunity of this, strategy leaped into to the category of "Grand Strategy". In time of peace, the fate of the world is furtherly linked by globalization and informationization, so the mutual benefit and win-win result become the norm.The backgrounds are the catalyst and support for the transition of the strategic vision.In the second place, from the perspective of theoretical changing, "Grand Strategy" really appeared until the beginning of the 20 th century. Although there are germination and some factors of "Grand Strategy" in the traditional strategic theory,the strategy is the main idea and can’t be included in the authentic "Grand Strategy".Liddell Hart firstly and systematically discussed "Grand Strategy" and its value. After that, the strategy theory turns to total strategy, security strategy, national strategy and development strategy. These theories analyze "Grand Strategy" in different degrees.They come down in one continuous line and each has its own characteristics. By researching and evaluating these theories, it can be seen from the trajectory of "Grand Strategy", which can lay the foundation for analyzing the connotation of "Grand Strategy" from the perspective of strategic philosophy later. In the thirdly place, from the change of strategic implementation, the human history in the whole 20 th century were surging, also the strategic form changed again. However, things remain essentially the same despite all apparent changes. There are signs that the development of "Grand Strategy" from beginning to occupying mainstream reflects on the trajectory of strategic implementation change. The subject of "Grand Strategy" includes the United Nations, the World Trade Organization, the World Bank and other international organizations, whose arrangements form the global framework of "Grand Strategy". "Grand Strategy" is big luxury goods for great power. The United States and China can be called world power, both have antagonism, which arerepresentative strategic rivals. It is the best practice verification of theoretical research for us to overserve the two countries’ strategic implementation from the respectively important time nodes. All this shows that the development strategy has become the main part of "Grand Strategy", also will be the main factor to decide the tendency of "Grand Strategy". Therefore, we can predict that the future world will still take development as the theme. This means that we try to grasp the development opportunity, formulate scientific development strategy, and implement the strategy of innovation driven development. Finally, the transition of the strategic vision is not only the changing of strategic theories and implementation forms, but also fundamental transformation of strategic inherent nature. From the height of the philosophical thoughts, we can find that "Grand Strategy" is manifestation of progress reason of strategic thoughts. In other words, "Grand Strategy" reflects that the contemporary strategic thoughts have achieved the conformity of instrumental reason and value reason. Focusing on peace and people’s livelihood, "Grand Strategy" has characteristics about civilization turn, and its value basis lies in the "people-oriented".The arising and development of "Grand Strategy" have consistency with the development and progress of human society. Development is the theme of the social and the main form of "Grand Strategy". Fundamentally, the development is people’s development. This means that people’s freedom and comprehensive development is the nature and pursuit of the communist society and also will be the destination of "Grand Strategy".Therefore, we can find that, starting from the arising, "Grand Strategy" takes the mission to analyze and foresee social development trend. "Grand Strategy" guides the society by its principles and values, and reflects the great wisdom and the importance of strategic thoughts. The complexity of social development determines the complexity of strategic thoughts. For formulating and implementing "Grand Strategy" of our country, we should stick to the strategic thoughts on the basis of an objective view and combined with dialectical method, have the idea of a great chess and forward-looking consciousness, continue innovations and make efforts to promote the development of enterprise, evenly, create conditions to realize the higher goal,continually enhance the systematicness, foreseeability and innovation of our strategic work.
