The next five years will be the decisive stage of establishing a well-off society in all aspects.Compared with the sixteen-chapter the 12th Five-Year Plan, the latest twenty-chapter 13th "ive-Year Plan has particularly allocated chapter two for the detailed discussion on the implementation of the strategy of innovation-driven development. It can be seen that a new kinetic energy has to be discovered to maintain a healthy and ordered economic & sci-tech development for China in the future, and one of the new driving forces offering smooth and long-term growth for this country lies in structural reform and innovation of the soppy side, which does not only include the innovation in terms of technology but also the modernization of resource configuration and institutional policies.On the other hand, in the contemporary society of greater economic globalization, great importance has been attached to economic performance of regional economy on the basis of administrative district demarcation; the assignation of the global production activities is gradually turning from national scale to specific regional scale, and the degree of a region’s economic development in a great extent depends on the level of that region’s innovative development. Meanwhile, the innovation resources serves as indispensible subsistence for the strategy of regional innovation-driven development, therefore its rational configuration exerts immediate positive influence to efficiency of innovation, and vice versa. Due to the discrepancy of the economic development between east and west regions in China, the innovation capabilities of different regions in China vary considerably, which thereby asks for scientific and rational construction of the innovation-resource configurational system for individual regions, in order to accelerate the pursuit of the strategy of innovation-driven development. Based on SCP paradigm analysis (Structure-Conduct-Performance), this paper begins with the theory of regional innovation-resource configurationally system, followed by an in-depth explanation regarding the inherent mechanism of regional innovation resource configurational capabilities. In addition, it analyzes and compares the influence of structural discrepancy between regional innovation systems on the operational mechanism and efficiency of regional innovation-resource configuration.This paper can be divided into the following parts in terms of the main content and research methodology:(1) It concludes and categorizes relevant theoretical foundation of regional-innovation configurational system, particularly, it systematically reviews and briefly analyzes relevant theories concerning Evolutionary Economics, Evolutionary Game Theory, Allocation Efficiency of Resources, Regional Innovation System. Then, it examines relevant ideas of innovation-resources and regional innovation-resource configurational system. After that, it sets up a framework featuring the SCP (Sturcture-Conduct-Performance) pragdigm; (2)The paper performs systematic and comprehensive analysis on the present situation of innovation-resource configuration of individual regions in China, including its overall scale of innovation resource investment, evolvement and comparison of reigional distribution, evolvement and comparison of China’s innovation resources configurational environment, based on which, it reveals the major problems within the process of its innovation resource configuration; (3)The paper constructs the overall framework of the regional innovation resource configurational system. After that, it analyzes the subject, object and the carrier subsystem of regional innovation resource configuration. Based on the theory of system, it reveals the organic connections within and between inner subsystem, followed by a in-depth investigation on structural discrepancy between regional innovation resource configurational system;(4)With the application of Evolutionary Game theory, this paper constructs the evolutionary model of regional innovation resources configrational system, and it analyzes the equilibrium and stability between main parts within individual regional innovation resources configurational system. With the help of numerical experiment, it then conducts variation analysis on regional innovation resources allocation system driven by different configurational subject;(5)It establishes an evaluation system of performance variation regarding different regional innovation resources configurations from both qualitative and quantitative aspects; Factor analysis and DEA-CCR model is applied to demonstrating the performing discrepancy between regional innovation resources allocation. Then, it traces the reasons that affect the performing discrepancy of regional innovation resources configuration.Finally, this paper draws conclusions and suggestions from the following perspectives including:optimizing input and output of regional innovation resources allocation, upgrading the structure of regional innovation resources configuration system, improving and perfecting the environment of innovation of innovation resources configuration system;(1)Direct investment of innovative human resource, material resource as well as financial resource into the configuration system of regional innovation resources is the key factor that influences the allocation of regional innovation resources. In the mean time, the disparity in the deployment of innovation resources in different regions should be reduced in order to maintain a reasonable flow of innovation resources, thereby achieving sustainable development of innovation resources deployment in different provinces;(2)As a sophisticated system, the configuration system of regional innovation resources should witness an upgrading as well as ordered trend evolvement. The predominant role of enterprises should be intensified in the configuration system, and policies should be improved in terms of their compatibility, thus guarantee the innovation resources’effective flow;(3) The optimization of the configuration system of regional innovation resources needs to be achieved, the environment of provincial innovation resources deployment improved. To do this, economic bubbles should be largely eliminated. While maintaining fairness and justice, we should improve the mechanism of the transformation of intellectual property protection and innovation. Meanwhile, we should prefect the design of different systems in different industries and disciplines; build various forms of innovative resource allocation service platform.
