Study On Quality And Safety Regulation System Of Different Agricultural Products

The quality & safety of agro-product is an important guarantee for rapid and healthy development of economic society, and it can also make a profound impact on regional or international relations. We have witnessed numerous food safety incidents in recent years because of heavy using of chemical fertilizers and pesticides, the deterioration of ecological environment caused by industrial pollution, “speculative behaviors” driven by economic interests and so on. The Chinese Government has made rapid improvement in building and optimizing the quality & safety of agro-product regulation system to eliminate the side effects on consumer health, social stability, development of three rural issues and the sustainable development of resources and environment. However, because the quality & safety of agricultural products is affected by its internal physical and chemical properties and external characterization, the establishment of quality & safety of agro-product regulation system will make confusion with management system, laws and regulations system, standards and certification system, detection and traceability system. Therefore, it is the high time to set up and optimize the regulation system of quality & safety of agro-products which based on the difference of classification. The paper will be discussed in the following aspects:The first chapter is the introduction, which summarizes the risk analysis, the current situation and regional characteristics of problems of the quality & safety of agro-product. And the research objectives, contents and significance will be dealt with in this section according to the present problems.The second chapter is the summary of researches and practice experiences both at home and abroad. After trimming research on the basic theory, regulation dynamics, regulation means and evaluation system of the quality & safety of agro-product regulation, we find that there is a lack of discussion on the internal relations among the theoretical perspectives, research on the mechanism of regulation system and study on regulation system of agricultural product category difference. Then, after summarizing the practical experience of regulation systems in the United States, the European Union, Japan, Australia, Canada and others, the study finds that the regulation systems in those countries have detailed management systems, complete laws and regulations system, strict standards and certification systems, good detection and traceability systems and early warning systems. This study identifies the theoretical significance, dynamic significance and practical significance of the establishment and optimization of the quality & safety of different agro-product regulation system.The third chapter talks about the related conception and theoretical basis. This study analyzes the concepts of the food and agro-product, agricultural region, characteristics of agro-product, the quality & safety of agro-product, “Mishnah a standard "certification and the regulation. The study describes the theory of the economics theory such as asymmetric information, public goods, externality economics, and the ethics theory such as teleology theory, deontology theory, virtue theory, contract theory, the regional public brand theory, the total quality management theory and the government regulation theory. And the study also straightens out the concept definition and theoretical basis of the study.The fourth chapter makes an analysis of the current status of various agricultural product quality safety regulation system in Shandong Province. As a major agricultural province, Shandong Province is full of land and marine agricultural resources. And its output and the production value of fruit, vegetables and aquatic products have ranked first in China in a long time. Therefore, taking Shandong Province’s fruits, vegetables and aquatic products as the research object has a typical meaning on the establishment and optimization of the quality & safety of different agro-products regulation system. After analyzing the situation in Shandong Province, we find that the management system has problems in uniformity and coordination, social participation, formulation and enforcement of laws and regulations, the long-term of laws and regulations system and the risk assessment of standard setting, and we also find that the detection means and capacity is seriously inadequate, and the method and scope of traceability system is limited.The fifth chapter discusses the influence factors and their acting mechanism of different agricultural products quality and safety regulation system. The problems of quality & safety of agro-products regulation system in Shandong Province indicate that the potential dynamic mechanism has not been found. The paper study the selection tools related and analyze the evolution of the quality & safety of diverse agro-products regulation system. Meanwhile, we also research the process of agricultural production and supply chain and analyze the potential economic mechanism in the whole process. By analyzing the acting mechanism in production mode, supply chain, consumption demand and economic ethics we find that the quality & safety of agro-products can be achieved by adjusting the above four aspects. At the same time, this paper find that except for the difference in categories, the human geography background, the social and economic development and the administrative system status will also make an effect on the establishment and optimization of the quality & safety of different agro-products regulation system.The sixth chapter makes an analysis of consumer evaluation and purchases intention of agricultural product. Studied by an investigation among consumers in Shandong Provinces, the paper make a descriptive analysis of the perception, the evaluation and the purchase intention of agro-products and find the influence factor of dependent variables through regression analysis. Because most of the agro-products have intensively regional features, we make a descriptive analysis and regression analysis both in perception and the purchase intention of those agro-products which have both regional accreditation and categorized accreditation. Through the analysis of the consumption level, the paper provides the factual basis for the emphasis and direction of the construction and improvement of the quality & safety of diverse agro-products regulation system.The seventh chapter is about the establishment and optimization of different agricultural products quality and safety regulation system. The establishment and optimization of the quality & safety of diverse agro-products regulation system should be based on the category differences, pay attention to the mutual coordination among the systems and the coordination and consistency in the development of the subsystem. Firstly, the management system should be structured in categories, be established in a diversified management model and optimized the structure of government management. Secondly, laws and regulations system should be legislated to protect agricultural resources and environment, to enhance the process of production and operation and to revise the management system. Thirdly, standards and certification system should be built on the local characteristics, implemented strict market access and the certification mechanism which is based on standard. Fourthly, the detection and traceability system should be effectively improved the detection ability to create a full range of traceability platform and to establish a recall system. Finally, the early warning system should be paid attention to the establishment of risk assessment, warning grading and the information platform.In short, the establishment and optimization of the quality & safety of different agro-products regulation system need the in-depth study of the related concept and theory, the regulation mechanism and the impact factors of the regulation system. The innovation of this study embodies in an analysis of the situation of the quality & safety of the regulation system of various categories agro-product in Shandong province. And the paper makes an analysis of the influence factors and the potential mechanism related in different quality & safety of agro-product regulation. Through constructing the coordinate regulation system, which is based on different category of agro-product and combined by management system, the laws and regulations system, the standards and certification system, the testing and traceability system and the early warning system, will provide an important guarantee for consumers’ healthy, the stability and development of economy and society, and the sustainable development of resources and environment.However, because the unique quality & safety of agro-product can be affected by many aspects, and the statistics system is not perfect, and index data acquisition is difficult, the study also needs further perfection. Firstly, we should strengthen the study of the relationship between multiple management and the quality & safety of agro-product to make a judicious control within the scope of the diversified management system. Secondly, the measure index system of early warning system should be reasonably designed in quality & safety of agro-product regulation system, especially in provincial type agro-product. Thirdly, we should continue to explore the mechanism of the regional characteristics and the distinct quality & safety of agro-product so as to realize the optimization of the different quality & safety of agro-product regulation system within the scope of provincial.
