Construction Of Ubran Brownfield Redevelopment Technology System Based On Multidisciplinary Perspective

With the rapid development of the city, land resources and ecological environment has increasingly become the focus of attention,brownfield studies emerged.Brownfields are defined by the US Environmental Protection Agency(1997)as "abandoned,idled,or under-used industrial and commercial facilities where expansion or redevelopment is complicated by real or perceived environmental contamination".Due to historical inner causes,ubran brownfields are often located in the heart of the inner city,its existence is a big impact on urban social and economic development,urban landscape ecological environment and the quality of urban residents‘ life. So how to redevelopment the ubran brownfield is one of the current problems that cities to be solved. Effective redevelopment of urban brownfield sites can promote urban land use,beautify the urban ecological environment and improve the urban competitiveness.China’s current research on brownfield issues still in its infancy,urban planning,land use,environmental science,ecology,chemistry and other subjects respectively studied brownfields problem from their own point of view.However,compared with foreign studies,brownfield transformation of our country need to be improved no matter in the legislation and policy or in theory and techniques.The core of ubran brownfield study is to solve three questions:where is the brownfield come from?where is it to go?and how to go?Through the interpretation of the connotation of urban brownfields,with the theory and method of urban planning and land resource management and landscape ecology,this paper induction of urban brownfield redevelopment programs and technical means which each steps involved in the analysis.Then construction of urban brownfield redevelopment framework,in order to achieve a comprehensive grasp of the city’s brownfield and efficient redevelopment. Through the identificate of urban brownfield information and the establishment of the Changchun brownfield database and Changchun Tractor Factory brownfield redevelopment case,verified the urban brownfield redevelopment technology system.This paper is divided into seven chapters,the main content is as follows:1.By brownfield connotation carding,summarize the concept and characteristics of urban brownfields,defined urban brownfield as:within the urban area range,the industrial,commercial,warehousing,transportation and municipal facilities,which is in abandoned or semi-abandoned state,and its expansion or redevelopment is complicated by real or perceived environmental contamination.Based on this,summary of the characteristics and the formation reasons of the urban brownfield,and the current status and existing problems of China’s urban brownfield redevelopment.2.Urban brownfield redevelopment process mainly involves four parts,namely the disciplinary perspectives,the paths,the procedures,the technical methods its involved.The four parts are interrelated and rely on each other, together constitute the ubran brownfield redevelopment technology system.3.The disciplinary perspectives of urban brownfield redevelopment including land resource management, urban planning and landscape ecology.Urban brownfield redevelopment path can be summarized as the process from "source" to "sink".Brownfield redevelopment process can be summarized into five stages: project preparation,project decision-making,project design,project construction and project management.The involved techniques mainly include the information recognition method of urban brownfield,the database build process of urban brownfield,the direction evaluation system of urban brownfield redevelopment,the design method and principles of urban brownfield redevelopment,the pollution control methods of urban brownfield,the city heritage protection method of urban brownfield,the late safeguards of urban brownfield redevelopment.4.The steps of the urban brownfield information identification include:①land nature screening;②abandoned land and contamination screening;③field inspection.Steps of urban brownfield database construction:Identifying brownfield information- Input brownfield information to ARCGIS- Construction of urban brownfield database-Brownfield information review- Supplement brownfield information(added at any time) –Brownfield information analysis.5.Based on the idea of "Multiple Planning Coordination",combined with each scale structure of brownfield redevelopment planning process,analyzes the restricting and promoting factors of the brownfield redevelopment,and based on this obtained secondary evaluation index system of brownfield redevelopment direction.Level indicators include F1 policy factors,F2 social factors,F3 economic factors,F4 land itself and environmental factors,while the four categories of indicators can be subdivided into 29 secondary indicators classes.6.Based on the analysis of the impact of ubran regeneration and landscape urbanism method on brownfield redevelopment,proposed ubran regeneration is the external "framework" of brownfield redevelopment and landscape urbanism is its internal "skeleton",the two together to forma brownfield redevelopment "organic".Through the analysis of the ideological content of ubran regeneration and landscape urbanism,determined the five principles of brownfield redevelopment.7.Urban brownfield pollution control is divided into five steps: pollution survey-pollution area classification- the development of pollution control program- pollution control- site construction.Brownfield site also need to pay attention to the historical heritage protection,the mining of historical and cultural heritage of brownfields plots should from three aspects:the historical, cultural and artistic.8.Use of brownfield identification and brownfield database construction method build in this paper,and based on the analysis by ARCGIS software,build Changchun brownfield database.Through the analysis,it is concluded that the number of the redevelopment of the brownfield in the central urban area of Changchun has a significant increasing trend with the time increasing, and the spatial distribution is gradually extended to the outskirts of the city.The evolution mechanism including three aspects:urban planning guidance,economic restructuring promote,land policy incentives.Erdao District have 95 brownfields,total area are 3189046.7857m2,mainly the industrial land.The number of undeveloped brownfields are 44,mainly distributed in the north of Jilin Road and DongRong Road intersection,in the center position of the Erdao District,dominated by Changchun tractor factory, Changchun power equipment factory,jilin oil depot‘s branch in Changchun.9.Through the study of Changchun tractor factory,verified the evaluation system of urban brownfield redevelopment direction and the methods and principles of brownfield redevelopment,draws the conclusion:redevelopment direction of Changchun tractor factory should be an integrated regional in Erdao District,which collection the nature of residential,commercial,leisure and entertainment,exhibition as a whole and with green parks mainly.Transformation strategies include three point:ecological strategy,time-space dimension design strategy,economic strategy.
