Exploiting, utilizing marine resources and developing marine economy is an effective way to alleviate the pressure of the population, resources and environment, and it is also the competitive strategic focus of the coastal countries in the world. As a great power of both land and sea, China pays more attention to the development of marine resources, the "promoting the development of the marine economy" and adhering to the "land and sea co-ordination" have been risen to the national strategy in the" 12th five-year plan". Marine and terrestrial industries have obvious differences and close links, the coordinated development of the marine and terrestrial industries is an important prerequisite for the sustainable economic development in coastal areas, it is of urgent need to carry out the in-depth study on the connection mechanisms, theories and methods of the two systems. The paper sets the marine and terrestrial economic systems as the research objects, with the terrestrial and marine industries differences and correlation analysis as the foundation, further study the efficiency performance and differences of the three factors of production, labor, capital, technology in the marine and terrestrial industries, and with the marine fishery, marine engineering equipment manufacturing industry and the marine transportation industry as the three typical marine industries, study the correlation relationship between land and sea from the industry chain building, technology links, and shipping port needs. The research results can provide ideas and theoretical support for the overall development of land and sea industry, it also provide reference for coastal marine economy and the regional economic development planning and policy making. The main content and conclusions are as follows:(1) From the industrial structure changes and the industry dependence perspective, the paper analyzes the differences and associations of the marine and terrestrial industries systematically. With the structural evolution of the terrestrial industry as the frame of reference, the evolution of the marine industrial structure is compared, combined with the prospects for the development of the three marine industries, it is judged that the three marine industries will form the second marine industry-led "two, three, one" structure, the reasons of the differences between the land and sea development are discussed from the perspectives of the marine industry development’s "underlying" differentiation and technological dependence, etc. Whereas the spacial links, ecological system integration and the symbiotic liquidity of production factors of the two big systems formed the basis of land-sea system links, from the industrial perspective, the development of the marine industry is highly dependent and correspondent on land space, technology, the related industries, etc., and this determines the close links between the marine industry and terrestrial economic activities.(2) With labor, capital, technology as the research objects, comparatively studied the contribution of the production factors of the sea and land economic systems to economic growth and the structural differences of production factors efficiency. First of all, by using the data from 1995-2012, the generalized C-D production function of marineand coastal land economy was constructed, and the relevant parameters were estimated by using the ridge regression, it is found in the study that:There exist obvious differences in the contribution of labor, capital and technology to land and sea economic growth, the labor and capital production factors output elasticity of marine economy are significantly higher than technical level, it can be said that the marine economy is still in the early stage of material input driver, and the coastal areas have stepped into the nature stage that is dominated by technological progress and jointly promoted by the three production factors; the total number of sea and land economic system elasticity is less than 1, shown as the decrease of scale returns, so it has become a more effective way to promote the growth of economy by strengthening scientific and technological innovation, improving the factor productivity rather than expanding production factors input scale. On this basis, the production factors efficiency of land and sea industries was evaluated from the perspective of labor productivity, fixed assets investment efficiency and science and technology competitiveness. Overall, marine industry has the competitive edge of labor and investment, and the land science and technology environment is the dominant factor affecting the marine science and technology competitiveness, there exists the flow potential difference from land to sea in production factors, the efficiency differences of factors in marine and terrestrial industries also reflect that there exist the links of labor transfer, capital flow and technology spillovers.(3) There exist significant differences in the related content, form and degree of different types’marine and terrestrial industries, the paper chose the marine fishery, marine engineering equipment manufacturing industry and marine transportation industry as typical ocean industries, the links between the typical marine industries and the related terrestrial economic activities were studied from the perspectives of the value chain, product technical links, supply and demand links. The results show that the links between the primary marine industry represented by fishery and terrestrial economy are relatively weak, the connection between the two mainly lie in providing transportation objects and raw materials, the industrial chain is short, technology spillover effect is low, the efficient interaction and rapid development situations between land and sea industries have not formed; by building the evaluation model which affects the development potential of marine engineering equipment manufacturing industry, it is found that:the ties between the second marine industry represented by the marine engineering equipment manufacturing industry and other land-related industries are strong, and the correlated degree between industrial products and technological links is close, the impact of regional market demand, land-related industries and development environment supporting ability on the development of marine engineering equipment manufacturing industry is significant, based on the model conclusion, the paper evaluated the development potential of marine engineering equipment manufacturing industry along the coast of China comprehensively, and divide the coastal provinces and cities clustering into three categories, and the corresponding countermeasures and suggestions were given at the same time; under the consideration of the scale of economic development, economic structure and efficiency, the level of foreign trade and science and technology innovation and other relevant indicators, the gray correlation model was used to study the relationship between shipping industry and economic factors, the model results show that the correlation degree between the coastal port cargo and economic development indicators is high, because of the economic structure adjustment and the changes in foreign trade environment, compared with the economic development indicators changing, the port cargo lags behind to some degree, from the direct and indirect cargo demand, the paper analyzed the demand links of each national economy’s material production department to marine cargoes, the research conclusion provides beneficial reference for coordinating the port construction rhythm and national economy development needs.
