Industry is the leading of our national economy, and industrial land is the most important resource element to support the industrial economic development. With over 30 years of reform and opening up, China has achieved by the historical change of agricultural country to industrial country, and has a whole entered the mid and late industrialization. Although Industrialization greatly boosted China’s social and economic development, but for a long time which support the rapid development of China’s industrialization are cheap industrial land and extensive land use patterns. However, China’s rapid urbanization and industrialization will continue for a longer period, the scarcity of land resources has constrained the development of social economy, because land extensive use patterns are difficult to extend the industrial development space. Continuously improve land use efficiency and exploit on saving and using intensively the land resource, will become the primary target of land use and the important means of transformation of economic development mode. The purpose of the paper is to provide scientific theory for improving land use efficiency and suppressing construction land disorderly expansion. This study make an analytical main line including three steps, industrial land allocation direction, use efficiency differences and improve ways. After selection and improvement the measurement methods of industrial land use efficiency, this paper judgment the allocation differences of industrial land allocation between regions and industrial sectors objectively, then comprehensive and systematic measure the industrial land use efficiency in different regions and different industrial sectors, analyzes the differences and changes. And analyzes the affecting factors and its mechanism of industrial land use efficiency from two aspects of macro and micro. Finally, attempt to analyze the impact of land use intensity differences for industrial land use efficiency.In this study, on the base of an in-depth analysis of the connotation of industrial land use efficiency, first introduced the industrial land use efficiency measurement methods, and highlighted the indifference research ideas and methods. As a major innovation of this thesis, the purpose of the indifference research is to achieve industrial land comparison with no intensity differences, and trying to improve the current system of land use comparative methods. Select the land use intensity as an effective tool to eliminate the industrial land area differences which caused by industrial structures. First of all, explain the effects of land use intensity differences for industrial land use and the basic principle for the comparison of industrial land use with no intensity differences. Then, from the industrial sector started to build industrial land input loss calculation method, and establish a "standard land area" indicator to reflect the industrial land changes when comparing of industrial land use with no intensity differences, get a comparable area of industrial land. Finally, build a "Volume rate index", reflecting the land use intensity differences characterized by industrial output, and use it to calculate the comparable area of industrial land in different regions, achieving the industrial land comparison with no intensity differences.Differences in layout and scale of industrial land configured on the regions and industrial sectors are the original motivation of the difference of industrial land use efficiency, in order to sort out the allocation differences of industrial land in different regions and different industrial sectors, this thesis sort of the basic conditions for the development of industrial economy and industrial land allocation methods in different periods, and analyze the regional differences and industrial sector differences of economic development after merging the industrial sectors. Then, analyze the industrial land allocation characteristics in different periods of market economy and in different stages of industrialization.The industry distribution in our country is extremely uneven, there is a big difference in resource endowments, industrial level and industrial scale in different regions, in order to grasp the full extent of industrial land use in different regions, this thesis first based on the difference research, make 30 provinces as macro DMUs to measure industrial land use efficiency using DEA and SFA methods, and the data includes industrial input and output from 2001-2011. And carry out a study of regional differences using cluster analysis method. Then, from the perspective of indifference research, analyze the VRI index of different regions and the industrial land use efficiency before and after correction. Finally, use spatial econometric approach examines some macro-economic factors which can impact industrial land use efficiency, for example the regional economy, the level of industrial development, ownership structure, enterprise scale and so on.Because of the different production characteristics, different industrial sectors will exhibit different land use behaviors, the different tendentious of industrial development policy also have an impact on industrial land use, in order to grasp the full extent of industrial land use in different industries, this thesis first based on the difference research, take Jiangsu province as the object of analysis, and select 1092 industrial enterprises as microscopic DMUs, the data includes input and output of each industrial enterprise on 2011, estimate industrial land use efficiency in various industries using DEA and SFA methods. Then, from the perspective of indifference research, attempt to analyze the impact of land use intensity on industrial land input and industrial land use efficiency. Finally, verify the regional factors and business factors which can impact of the industrial land use efficiency using econometric methods.Through theoretic analysis and positive test, the thesis comes to basic conclusions as follows:(1) The regional and industrial sector differences of industrial land allocation at different times are quite different. The country’s industrial economy has shown a lader-like distribution, eastern region, central region and western region are significantly different. The eastern region need to invest more industrial land to enhance the level of industrialization, and in the subsequent process of industrialization, the size of the central and western industrial land will have a larger growth. The level of industrialization and new industrial land scale have the same relationship, when improve the level of industrialization need more large-scale industrial land to support the development of regional industry?(2) Industrial land in many provinces are not fully utilized, and there have a massive waste of industrial land area. China’s industrial development has a significant regional gradient differences, industrial land use efficiency in the Yangtze River Delta and Pearl River Delta are significantly higher than the central and western. The coefficient of variation reflects that the degree of imbalance between the region’s, industrial output is greater than the allocation of industrial land, While at the same time reflecting regional differences in the degree of efficiency is gradually narrowing.(3) The area which have higher VRI index are distributed in southeast coastal region, and lower VRI index area are located in Midwest region. After correction of industrial land area, the provinces whose industrial land use efficiency increases are mainly concentrated in the Midwest region, and the provinces whose industrial land use efficiency decreases are mainly concentrated in the southeast coastal region, Changes in industrial land use efficiency and VRI index have a negative correlation.(4) The land use is not sufficient in various industrial sectors in Jiangsu Province, and industrial land use efficiency in different sectors are quite different. On the whole, petrochemicals, communications, electronics, equipment manufacturing, and other leading industries with higher industrial land use efficiency, and textile and garment, food processing and other light industries with lower industrial land use efficiency. From the geographical point of view, industrial land use efficiency in Subei significantly less than Suzhong and Sunan, and Suzhong is higher than Sunan.(5) Lack of investment intensity and volume rate is the main cause of industrial land input loss in Jiangsu, but the reason for different regions is not the same. After eliminating the impact of land use intensity, industrial land use efficiency appeared merits of the change. Industrial sectors which require high intensity land use, industrial land use efficiency overall decrease, and industrial sectors which require low intensity land use, industrial land use efficiency overall increase. Standard land calculated on different benchmark industry does not affect the efficiency comparison between different industrial sectors and the trend of changes.(6) At the regional level, regional economic development, high-tech industrial development, foreign investment and other factors can significantly promote industrial land use efficiency, and state-owned enterprises and medium-sized enterprises accounted for the increase is not conducive to industrial land use efficiency. At the industrial sector level, some regional factors and business factors have positive effects on the industrial land use efficiency, such as the level of development zone, geographic conditions, the level of wages and benefits and land use intensity and other factors, and note that different industrial sectors have different impact factor.Based on the above conclusion, this thesis presents corresponding countermeasures and suggestions from land use management and regional industrial development. In terms of land use management, should further improve the industrial land supply systems and industrial land entry barriers, strengthen supervision and disposal stocks of industrial land, explore the secondary development of industrial land actively, and increase the output capacity of industrial land. In terms of regional industrial development, should improve the industrial structure of high-class level steadily, introduce foreign-invested enterprises actively and improve domestic enterprises’ management level, scientific planning the development of state-owned industrial enterprises, improve the development quality of the industrial parks, encourage industrial enterprises’ technological innovation.
