| With the development of economic globalization and the rise of the knowledge economy and development of the global pattern of production, economic growth and industrial structure have undergone great changes, information technologies, new materials and new energy technology and other knowledge-intensive high-tech industry is booming, promote the adjustment and upgrading of industrial structure in the world. Global economy focus of competition from traditional factors of production such as labor shift towards intelligence-intensive high-tech enterprises, attaches great importance to the development of high-tech enterprises in China, and has taken a series of measures to encourage the development of high-tech enterprises. Due to the basic characteristics of high-tech enterprises established on the high-tech and, therefore, innovation of hi-tech enterprises is very important, it is a source of high-tech enterprise’s competitive advantage, is one of the main ways to increase competitiveness of high-tech enterprises, is also an important guarantee for realizing leaping development of China’s high-tech industry. High-tech enterprises’innovation ability and efficiency to a certain extent, determine the level of regional innovation and economic development. However, many high-tech companies need to pay attention to the process of innovation "capabilities",blindly through high investment, high yield and cultivate innovation ability, while ignoring the "efficiency", not realizing that the innovative capacity and efficiency of the importance and necessity of coordinated development, undermining the significance of innovation. Despite the shortage of resources in our innovation, coordination issues for further research and innovation capacity and efficiency, promote coordinated development of enterprises’innovation capability and efficiency is very important in both theory and practice.Based on the high-tech enterprises in Jilin province as the research object, innovative capacity and efficiency of the micro level measures and coordination of research. First from theory angle analysis Enterprise innovation capacity and efficiency of relationship, building both relationship of theory model; second based on indicators consistency of principles, established enterprise innovation capacity and efficiency measure indicators system, select reasonable of measure model, and using factor analysis set right method, on Enterprise innovation capacity and efficiency for measure and analysis; then using with ISO anti-situation analysis method, inquiry both of coordination sex, clear coordination sex of type and features. Analysis on innovative capacity and efficiency into a unified framework, establishing enterprises’innovation capability-efficiency matrix, enterprises’innovation capability and efficiency of the proposed development. By Jilin provincial high-tech enterprises’innovation capability and efficiency of evaluation and analysis, analysis of enterprises technological innovation activities, exploring technological innovation activity development, pointed out the problems in the process of enterprise technological innovation and provide targeted strategies for the development of high-tech enterprises in Jilin province and suggestions.Through theoretical and empirical research, this paper draws the following conclusions:(1) In 151 Jilin province, high-tech enterprises’innovation capability and efficiency average 0.3 and 1.19 respectively, innovative capacity and efficiency of the different firms are quite different. Ability to innovate above-average total of 67, accounting for 44.4% of the total number of enterprises; above-average Enterprise Innovation efficiency of 44 companies, accounted for the total number of enterprises 29.1%, Jilin province, low efficiency and high-tech enterprises’ innovation capability, innovation is inefficient and is particularly high.(2) according to innovation capacity and efficiency of level differences, will Jilin province 151 home high-tech enterprise is divided into efficient high-energy, and efficient low energy, and low effect high-energy and low effect low energy four species type, four class enterprise respectively has 27, and 40, and 17, and 67 home, accounted for enterprise total of 17.9%, and 26.5%, and 11.2%, and 44.4%, efficient high-energy enterprise accounted for than insufficient one-fifth, low effect low energy enterprise accounted for than close one-second, most enterprise technology innovation activities urgently must improved.(3) the length of four categories of enterprises set up from low to high as follows:inefficiency of low energy, high efficiency low energy, high energy, inefficient energy-efficient enterprises and stage of development of the same types of businesses are consistent. Enterprise life cycle theory, build innovation capacity-efficiency matrix, the development path of enterprise technological innovation:low efficiency low energy (early-stage)-efficient low energy (long-term)-high performance energy-(mature), inefficient energy-(recession).(4) using with ISO anti-situation analysis method on Jilin province high-tech enterprise innovation capacity and efficiency coordination sex for analysis, results showed that, innovation capacity and efficiency with, and ISO, and anti-of features number respectively for 60, and 34, and 57, two a collection is strong with potential, Jilin province high-tech enterprise innovation capacity and efficiency zhl jian exists better of coordination sex, but both of coordination sex main performance for low effect low energy, non-benign of coordination development mode.Innovation of this paper the following three points:(1) from a theoretical point of view of enterprises’innovation capability and efficiency of relationships, build a theoretical model of the relationship between the two, based on measurement of the consistency of principles, establishing measurement index system of enterprises’innovation capability and efficiency, innovative capacity and efficiency into a unified framework.(2) using the method of difference and counter situation analysis, explore the innovative capacity and efficiency of coordination, clear coordination type and characteristics, build innovation capacity-efficiency matrix, innovative capacity and efficiency of the proposed enterprise development paths, widens the field of research, enriched the content field.(3) studies of high-tech enterprises in Jilin province, for its innovative capacity and efficiency measurement and analysis, analysis of enterprises technological innovation activities, exploring technological innovation activity development, pointed out the problems in the process of enterprise technological innovation, in order to provide targeted strategies and suggestions for the development of high-tech enterprises in Jilin province, which is the main purpose of this paper, is also the biggest innovations.
