Using informatization technology equipment of agricultural modernization is the important way to improve the efficiency of China’s agriculture, is the guarantee of realizing agriculture leaping type development. Heilong Jiang province is China’s agricultural province, agricultural informatization construction is beneficial to promote rural economic development in Heilong Jiang province, thereby giving impetus to the economy as a whole of Heilong Jiang province. Heilongjiang province has rich agricultural natural resources, the first food production of the whole country for six consecutive years, agriculture plays an important role in the development of Heilong Jiang province, so carry out the agricultural informationization construction of Heilong Jiang province is very important.In order to clarify the the necessity of development and perfect agricultural informatization in Heilong Jiang, we carried out the theoretical analysis and empirical analysis on informatization and the relationship between rural economic development. Theoretical analysis points out that the development of agricultural informationization needs several factors to combined to taake place, for example, to adjust Heilong Jiang province rural economic structure, to speed up the agricultural industrial structure, making Heilong Jiang province agricultural internationalization, optimize the investment structure, driving the development of Heilong Jiang province agricultural industrialization, speeding up agricultural technological progress, etc.. In order to further confirm this view, this article uses the data related to agriculture in Heilong Jiang in 2003-2012 to calculate the agricultural informatization index, and through correlation analysis and Granger Causality Test, impulse analysis from the perspective of both static and dynamic two illuminates the agricultural informationization index increase will lead to the increase of the primary industry output value in Heilong Jiang province, the development of agricultural informationization perfect will pull the heilongjiang province rural economic growth.In order to explore the specific direction way of Heilong Jiang agricultural informationization development, in this paper, the present development situation of Heilong Jiang agricultural informationization has carried on the qualitative and quantitative evaluation, expounds the problems existing in the development of agricultural informationization. DEA model based on the evaluation of agricultural informationization development present situation of Heilong Jiang province, points out that the four areas such as agricultural informatization in Harbin efficiency is higher, and nine other region of the agricultural informatization efficiency is relatively low and the integration of agricultural information resources have not been effective. Combined with qualitative analysis and quantitative evaluation, the paper points out that the agricultural informatization in Heilong Jiang province still faces in developing each participation main body role positioning is not clear, lack of scientific system model of development, rural information propagation mode has great limitation, rural information service level and service can’t meet the demand of agricultural informationization development.In order to solve the four problems in the agricultural informationization development in Heilong Jiang province, this paper puts forward the corresponding solutions.
