The integration of urban and rural areas is an important part of the current economic and social development of our country. And it is to ensure the healthy development of China’s economy, social stability and harmony, sharing the fruits of development of the basic premise. Since reform and opening, China’s urbanization level increase greatly. At the same time, urban-rural dual structure has become increasingly prominent, a constraint healthy economic development, social harmony and stability serious obstacles. Causes of retroactive dual structure problem, factor mobility plays a crucial role.So the key to alleviate or even eliminate the urban-rural dual structure, to promote the integration of urban and rural development is to promote the free flow of factors between urban and rural areas, to achieve economic rational allocation of resources between urban and rural areas. Based on the above understanding, the author takes Jiangsu Province as the example to explore factors affecting the flow of the integration of urban and rural development. It illustrates the flow of factors influence on the integration of urban and rural development path from the theoretical and empirical levels. This article is the follow-up study from the perspective of factor mobility analysis laid the foundation for the integration of urban and rural development. And it also provide learn from the experience for the integration of urban and rural development at different levels of development of the region.In this respect, the object of study is the influence of factor mobility to integration of urban and rural development. To discuss the article, this paper a combination of theoretical and empirical analysis, qualitative and quantitative analysis, static and dynamic analysis and other analytical methods. Firstly, I sort and summarize the relevant literature on factor mobility and the integration of urban and rural development at home and abroad. After pointing out the contribution that the existing literature and weaknesses, I constructed the theoretical framework of the factors affecting the integration of urban and rural development flow form the concepts and features, problems and solutions, content and mechanism three aspects of the integration of urban and rural development, and pointed out that the mechanism of labor, capital, technology, and public resources to promote the integration of the four elements of the flow of urban and rural development. Secondly, on the basis of the relevant measure of the level of factor mobility and urban and rural development on the former method of reference, I measure factor mobility and urban and rural development levels in Jiangsu province. Thirdly, I constructed panel data model to analyze quantitatively the impact of four factors of production flow of labor, capital, technology, and public resources to the level of urban and rural development, and point out the mechanisms and paths of the four elements of the integration of urban and rural development flow impact according to the results of empirical analysis. Finally, combining elements of developed countries to promote the flow of successful experience in the integration of urban and rural development, I offer policy recommendations to promote the integration of urban and rural areas from the perspective of factor mobility. The following conclusions of the paper are as follows, Firstly, between factor mobility and level of economic development presents a significant positive relationship. The three regions of Jiangsu Province echelon was distributed on the size and capacity factor mobility, the largest in southern Jiangsu and northern areas of the smallest. Secondly, Jiangsu province 13 prefecture-level cities and rural development shows an increasing level of integration and differences in geographical span on the timing of evolution, and it is the close links with the level of economic development. Thirdly, the different elements are different levels of integration of urban and rural development to promote the role of promoting the role of urban and rural development level is not at the same time with the overlay.The possible innovations of this article are as follows:(1)I constructed the theoretical framework of the factors affecting the integration of urban and rural development flow form the concepts and features, problems and solutions, content and mechanism three aspects of the integration of urban and rural development;(2) This paper analysis the integration rural development in Jiangsu province from the perspective of factor mobility. Factor mobility acts as a very important role in the formation of urban-rural dual structure. It is not evenly distributed between urban and rural areas of the elements leading to continued expansion of the gap between urban and rural areas, and hinders the pace of urban and rural construction. (3) Factors flow affecting of the integration of urban and rural development has concluded that, it is that different elements are different levels of integration of urban and rural development role in promoting, role in promoting the integration of urban and rural development level is not at the same time with the overlay. Compared with only a single factor analysis or analysis of the different elements of the practice of separate conclusions of previous studies, this paper has greater practical significance.
