Food is not only the most basic production and living materials, but also an important strategic material which is the relationship between a country’s security at the same time.Since ancient times, food security has been the basis of economic development, social stability and national self-reliance, is a major strategic issues of overall. Since the reform and opening up, China’s grain production has gradually recovered1978-1998years of steady increase period,1999-2003years of rapid decline, in2004the food production has experienced eight fluctuation. To provide policy support in the food production process, not only in China but also the world in order to ensure the food security of the most direct policy tools. Grain production policy has experienced the development process of two stages in China. The first is1994-1997years, our implementation in rural tax reform policy; the second is2004-2012years, China’s weak link for food production "four" the implementation of food subsidies, agricultural tax exemption policy, major grain producing counties reward policy, irrigation and water conservancy facilities and the policy of agricultural science and technology innovation policy. The core goal of these policies is to increase food production and ensure food security. At present, grain production policy has been implemented for10years, it has greatly stimulated the enthusiasm of our country grain producers, realized nine annual increase to2012national grain production, greatly ease the contradiction between supply and demand in our country.However, the basis of food security in China is still very weak, the marginal effect of grain production policy is decreasing year by year, grain production efficiency is relatively low, attractive grain production policy to grain producers decreased. With the increasing development of sustained growth, the population of our country economy and the income of the residents of urban and rural residents, transformation in food consumption will lead to the rapid growth of grain demand, leading to the national grain market supply and demand tension again, food security will exist for a long time. The national policy as a method of public policy and effective macro-control means has great significance to improve the economic benefits of grain production, increase food producer income and food security. Therefore, in the new era, according to the characteristics of regional grain production,how to use support policy of grain production effectively exploring and improving the comprehensive grain production capacity in China and increase the effective policy of income of farmers, is the guarantee to the problem from strategic positioning, institutional arrangements and policy design to break the process of grain safety in china.This paper focuses on food production in the policy of grain production research, selected the cultivated land protection policy, the construction of water conservancy facilities policy, financial support policy, the agricultural tax reform policy, policy agricultural insurance and agricultural science and technology policy and so on,studying the influence of these six policies on grain production, and discussing the policys how to affect food production, puts forward corresponding countermeasures and suggestions, with a view to a reference role for the national grain production development. My research contents and conclusions are as follows:First, analyzes the concept of food, food production and food production policies and basis theory. On grain, grain production, grain production policy, carries on the related concepts, and at the same time, the weak industry support theory, public goods theory, institutional economics theory and policy theory lays the framework for the theoretical basis of this study.Second, the analysis of the historical process of grain production policy and food production. First of all, respectively expounds the changes of grain production policy and the change of grain production from five stages; secondly, analyzes the policy of grain production of various impact on food production in microeconomics theory; finally, analysis of the grain production policy impact on food production mechanism.Third, analysis of the effect on the grain production time grain production policy. Analysis of the short-and long-term effects on grain production, grain production policy with the help of time series model, analysis of the long-term effects of various policies and short-term effect.Fourth, analysis of the regional effects of grain production policy impact on food production. Through using the method of comparative analysis, comparison and analysis of the economic developed economically developed areas, regions and economically less developed areas of grain production policy, select the panel data model using the developed economy developed areas, regions and economically less grain production policy indicators developed area in1999-2012, which influence policy of grain production in different economic regions for food production, finally points out the key policy of grain production of each economy area implementation.Fifth, food production policy on the grain production was analyzed through case. In Hunan Province, Liuyang City, Yueyang City, Hengyang city and Xiangxi Autonomous Prefecture and other areas of food production by questionnaire survey, understanding of the evaluation on the satisfaction of grain production policy of our country grain producers. The results show that at present our country food producers has higher satisfaction in food production policies, agricultural tax relief policy, grain subsidy policy and land protection policy has relatively higher evaluation. Finally, use logistic model to analyze the related factors affecting the satisfaction of grain production policy in china.Sixth, put forward to improve the overall design of grain production policy. The basic principles and objectives of grain production policy have been put foward on the basis of the above research. At the same time, from the three aspects of short-term, medium-term and long-term design grain production policy and supporting system.Seventh, the measures to improve grain production policy to promote the development of grain production. In view of the existing required for food production policy of running the new conditions and the current implementation of the grain production policy problem, put forward the corresponding countermeasure and suggestion.
