In an open environment, along with the rapid development of technology and the increasingly intense competition of the market, the capability of independent innovation of enterprises has become the key to gain competitive advantage. Innovation means that companies must strengthen technological learning, forget, or get rid of the old existing internal knowledge or skills, acquire new knowledge or new skills outside the conventional boundaries of their organizations, and get supports from suppliers, customers and other social networks, so as to adapt to the open environment. Existing researches show that enterprises’ innovation is affected by the concept and process change, technological learning, knowledge acquisition and knowledge sharing. However, enterprises are also faced with the dilemma of knowledge sharing and knowledge leaking. The enterprises’innovation behavior is affected by multiple factors inside and outside the organization, but integrated research in this area is still relatively rare currently. Therefore, from a integrative perspective of internal and external of the organization, enhancing the innovation capabilities is an urgent study for enterprises, as it has to explore how the enterprises carry out concept and process change, strengthen the technological learning, improve internal knowledge sharing capabilities and optimize the allocation of slack resource, as well as how the enterprises improve external knowledge acquisition capabilities, while avoid significant knowledge leaking. This paper takes193companies of strategic emerging industries as the sample, from a perspective of internal and external of the organization, explores the relationship among the technological learning, knowledge acquisition, knowledge sharing, knowledge leaking and independent innovation behavior, proposes a policy framework and corresponding policy implications. The main findings are as follows:(1) from the perspective of internal of the organization, concept and process change, internal technological learning have positive impact on independent innovation behavior of enterprises; slack resource have positive moderating role on the relationship between the concept and process change and independent innovation behavior; internal knowledge sharing has positive moderating role on the relationship between technological internal learning and independent innovation behavior.(2) from the perspective of external of the organization, the external knowledge acquisition, knowledge sharing have positive effect on independent innovation behavior; social capital have positive moderating role on the relationship between external knowledge acquisition and independent innovation behavior; intentional and unintentional knowledge leaking have negative moderating role on the relationship between external knowledge sharing and independent innovation behavior.(3) From the integrative perspective of internal and external of the organization, this paper constructs a policy framework to strength enterprises’independent innovation behavior from four aspects, such as technological learning, knowledge acquisition, knowledge sharing and knowledge leaking, and develops some specific policy implications.
