It is always a hot topic about the relationship between the two sectors of producer services and manufacturing, but most of the studies are to examine the relationship in a larger geographic scope, particularly within the framework of international trade. With the improvement of traffic conditions, the development of communication technology and the popularity of the network, spatial distance factor has being intentionally (or unintentionally) pulled out from the study frame of industrial relations. There is also statistical reason for ignoring the impact of regional factors related to industries. It is because that the relevant regional statistics are not readily available. The improvements of transportation, communication, network and other conditions indeed have impacts on the concept of region, more and more expand the border of the concept of region in economic study. But regional factors remain a huge impact on industrial relations, and affect the development path of any single industry. This study attempts to study issues related to the relationship between service outsourcing industry and manufacturing industry within the framework of the provincial region, demonstrates the role of coordinated development between the two industries of services outsourcing and the manufacturing for themselves.The theoretical significance of this study is that it will contribute to the development of division and cooperation theory, industrial clusters theory, value chain theory, trade theory and so on. The practical significance of this study is that it will implement a new path for the coordinated development between the two industries of services outsourcing and manufacturing, and promote scientific development and industrial structure adjustment of Fujian.This study will be guided by the basic principles of Marxist political economics, using the division labor theory of Marxist political economics and drawing useful components from Western economics theories such as the value chain theory, industrial clusters theory, trade theory and so on. It will analyze the impact of the division and cooperation on producer services sector and manufacturing sector, build the theoretical framework for the study of coordinated development between the two industries of service outsourcing and the local manufacturing, in order to provide policy recommendations for implementation of the two industries in Fujian. Firstly, there will be a literature review summarizing research findings about manufacturing, producer services, outsourcing and other issues in this study. Then, it will clarify the theoretical basis of this study, the mechanism of coordinated development between the two industries of service outsourcing and manufacturing. It will analyze the development of service outsourcing industry and manufacturing sector, the problems and their causes in Fujian. Finally, it will propose the policy recommendations.The innovations of this study are the following three aspects:one is that it proposes that the development of service outsourcing industry should be based on the establishment of a strong relationship with local manufacturing, and a strong relationship is the premise and basis for the two industries to achieve coordinated development; second is that it proposes that the co-location of the two industries should be a decisive role to upgrade and optimization of the two industries, and the economic concentration contribute to the co-locating; third is that it proposes that the implementation of the innovation-driven development strategy should have a crucial role in promoting the coordinating level of the two industries, and the innovation be the main driving force for the coordinated development of services outsourcing industry and local manufacturing industry.
