Agriculture, rural economic growth and social development are no longer just rely on land and material elements in input. The viewpoints of complex labor with high economic value are gradually agreed. More and more attention to the value of human capital, all countries try to take a variety of preferential policies to attract high-quality workforce to service their economy. Research on rural human capital will make contributions to understanding the human capital investment in rural economic.It is necessary to research on rural human capital investment, stock and flow estimation, in order to further explain the regional differences of rural economic development among provinces and cities. Also, the study of the influence factors of rural human capital flows, can help to guide the allocation of rural human capital reasonable.It analyzes the situation and feature of rural human capital, estimates the level of the rural human capital investment, stock and flow, and studies the factors which influence rural human capital flow.And then, describing the current situation of rural labor employment, to explore the influence of human capital for rural labor employment. The conclusions are significance to improve the level of rural human capital and promote China’s rural human resources exploitation.It includes the following five parts:The first part the research design and theoretical basis.corresponding to the first and second chapter.The first chapter illustrates the research background, significance, introductions, the main content, the research objectives, research methods, data sources, analysis of the main framework and technical route. The second chapter defines some basic concepts including human capital, rural human capital, rural human capital investment, rural human capital stock and flow, rural labor migration firstly. It illustrates the basis theorise and literature reviews, like human capital theory and human capital estimation theory, human capital investment theory, human capital investment decision theory secondly. It provides guidance and reference for the whole research.The second part is the situation and feature of rural human capital, corresponding to the third chapter of this research. This part begins with the current situation on the rural human capital flow, analysing the rural human capital development environment. The macro data shows the conditons of rural labors, that decreasing in number of rural labor and agricultural practitioners, growing of agricultural scientific research funds, reducing in the number of villages and towns social service agencies, downing number of rural middle and primary school and students obviously, rising rural labors educational level year by year, fluctuating rural family whole labor, from the trend, the primary industry employment will continue to reduce in the future. On the whole, rural human capital is mainly distributed in the manufacturing and construction, athough the distribution is different among the industry int different regions. Research shows that the rural human capital elements are dependent and long-lasting and increasing returns in addition to outside, also have punishment, to possess, use and earnings belong to different subjects, distribution in different industries, and stratified flow, earn higher wages region or industry, to by non-economic factors, one-way, sustainability and overflow characteristics.The third part is the analysis of the factors influcing the rural human capital flow, corresponding to the fourth chapter of this research. Discuss the estimation method of rural human capital, make clear the processing means of estimation of the indicators and data sources, establish the rural human capital stock and flow model. Computation in 1995 as the base of education investment price index, the medical care price index and the rural human capital investment, the use of perpetual inventory method to estimate the rural human capital stock, use of rural human capital model, deduced the calculation method of rural human capital flow. Level of rural human capital investment and structure found that investment level is higher concentration of provinces and cities area, compared with the government, social part of investment, individual investment part more provinces and the total amount of human capital investment is bigger also, the influence of the rural population to the total amount of investment of human capital is relatively weak, so in practice, increase rural individual human capital investment to improve the overall level of human capital investment has a certain effect. Comparison of rural human capital stock level and characteristics of the overall trend is similar to the structure of the human capital investment. Provinces rural human capital flow of common growth and stable growth, the change of rural human capital flows and the trend of rural labor migration, has repeatedly change characteristics.The fourth part is the measure of rural human capital flow, corresponding to the fifth chapter of this research. First elaborated the measurement standard of rural human capital flow, clear indicators of the rural human capital flow measures, discussed the calculating methods and data sources of each index, calculated in 1995 for the education investment price index, the base period of medical care price index and the rural human capital investment, to estimate the stock of human capital in rural areas through a sustainable inventory method, using the model of rural human capital stock, push the rural human capital flow derived quantity. Agricultural material inputs to produce positive effect on the rural human capital flow, the cost of social relief in rural human capital flow showed negative influence on rural social development, government support and investment have great influence on the rural human capital flow. Was significantly related to worker pay income and rural human capital flow, the degree of influence coefficient larger that the rural human capital is attracted by the high salary income, an important direction of economic factors or the impact of rural human capital flowing scale. Household business income and rural human capital flow was positively related to increase the net income of family management, change, also will bring the rural human capital flow of agricultural development, improve the management level of agricultural production, increase agricultural income of rural human capital attraction effect cannot be ignored.The sixth part is conclusion and policy suggestion, corresponding to the seventh chapter of this research. A summary of the conclusions of the previous chapters and put forward policy suggestions. Set up the rural labor force education and training system, improving the level of rural human capital, to enrich the education training school forms, encourage social forces to participate in school education; update the training content, enhance education and training level; improve education and training equipment, strengthen the construction of teachers; rational distribution mechanism, improve supervision and management mechanism.
