Study On The Issue Of The Evolution Of Technological Innovation Based On The Technological Standardization

Technology standard has become a basic element of competition and cooperation for high technology enterprises, furthermore, it is considered crucial important to the industrial technology progress and its international competitiveness for a country. Since "Technology standard has uncertain impact on technology innovation (to promote or to limit it) " (Swann,2000), it is necessary to seek to a new way for technology innovation basing on technology standardization so as to give full play to its promoting influence. To study on this issue, I reviewed the related literatures and published documents and made a research, from the Angle of technological standardization, on the evolution mechanism, empirical investigation and countermeasures of technology innovation for enterprises. especially high-tech enterprises. In this dissertation, a theory analysis framework on the evolution of technological innovation based on technology standardization system is constructed, and the tentative breakthrough on the traditional innovation theory and the theory of industrial organization has been studied.With the applications of strategic management, industrial organization, transaction cost theory, game theory and technical standard economic analysis and other theories and methods at the forefront of modern management and economics, the study in this dissertation is mainly from following three aspects:Firstly, to re-examine the proposition of "Technology standard has uncertain impact on technology innovation" and analyze the related opposite views, points out its promoting influence is obviously stronger than the blocking effect. Based on this, it puts forward technological standardization of triple helix structure and its operation, including elements, the structure model, the driving force and path, which provides the foundation for the research of the evolution of technological innovation based on technology standardization;Secondly, to construct the path for the evolution of technological innovation based on technology standardization, and under the environment of network effects, technological change, technology selection and progressive technology innovation path, to explore the three key elements affecting the formation of standardization (R&D collaboration network, the technical standard alliance, standard industrialization) and the overall mechanism and function of promoting the evolution of technology innovation for enterprises. Then, according to the triple helix model of technological standardization, respectively analyzing the foundation, the main body and the development of the evolution on technological innovation based on technology standardization, deeply exploring the promoting influence of technical standards to the evolution of technological innovation from the perspective of enterprise, union and industry. On the basis of theoretical research, to discuss the coordination mechanism of technological innovation based on technology standardization, in order to maximize the positive effects from the technological standardization to technology innovation and minimize the negative effects brought by it.Finally, through empirical studies, to reveal the influence factors, performance and the problems on cooperative R&D, technology standard cooperation and technology innovation process among high-tech enterprises; and to design from the different levels of enterprise, industry and region, and work out the strategic countermeasures and methods for developing technology standard cooperation, promoting high-tech enterprises’ independent innovation and high technology industry technology innovation.The biggest innovation in this dissertation is that it researches the technological innovation from the perspective of technology standardization, which is a completely new angle of view and actually from the inner part of technology standardization. By applying the research methods systematically in this dissertation, such as industrial organization, interests game, and the development strategy, viewing from the perspective of enterprise, union and industry, and carrying out micro to macro research, it provides a purely new and compelling explanation for the inner mechanism of the evolution of technological innovation.
