Forestry plays a significant role on national industry in China, and it restricts the development of mountainous area economics. For a long time, there have been many problems in collective forest zones that the responsibilities are vague, the operating mechanism has deficiency, the interest distribution of different social classes is not reasonable. Due to these, farmers’ motivation is too low to have higher income which restrains the further development of forestry productivity. In order to solve the above issues, China began to implement the collective forest right system reform since 2003, and promoted nationwide in 2008.So, how about the effect of a new round of collective forest tenure reform that has been carried out for more than ten years? Whether it increases farmers’ forestry production motivation? Whether it increases farmers’ forestry income? In order to answer these questions, therefore, it is vital to consider the new round of collective forest tenure reform from the perspective of the farmers’ own. And through the research on this forest tenure reform, experience and lessons could be summarized to promote the development of the reforms system rapidly in the future.Consider the urgent problems of how to continue to implement the reform of collective forest land tenure and the research background above, with the economic theory of property rights, institution, property right system and this work studies performance of the reform of collective forest land tenure as the research object. Also, the study adopts the detail methods of simultaneous equations, DEA and SFA based on the first-hand empirical data. It constructs an analytical framework with the core content including household production inputs, productivity and income.It also points out the main influencing factors of household production inputs, productivity and income, respectively. And it finally proposes some effective and realistic policy recommendations to improve the performance of the reform of collective forest land tenure.The conclusions of this study are as follows:Firstly, performance of the reform of collective forest land tenure in the aspects of household production inputs. The empirical evidence indicates that reform of collective forest land tenure and its supporting measures contribute to the increase of farmer households’ factor inputs. The reform of collective forest land tenure makes households get more forestland, prompting farmers to put the labor and production costs into forestry production. However, labor inputs will decrease as time goes on. Degree of participation of forest insurance, afforestation subsidies, forest ownership mortgages and the cutting quota institution have significant influence.Secondly, performance of the reform of collective forest land tenure in the aspects of households’ productivity. The empirical evidence indicates that the increase in the total factor productivity of households’ total income and land-base income are mainly affected by technical efficiency, the increase in the technical efficiency of households’ total income and land-base income were mainly affected by pure technical efficiency, the total factor productivity of households’ total income and land-base income have improved by implementing the reform of collective forest land tenure, that also has a greater influence on the pure technical efficiency of households’ total income and land-base income, Forestry taxes, afforestation subsidies and NFPP have a significant effect on the total factor productivity of households’ total income and land-base income.Thirdly, performance of the reform of collective forest land tenure in the aspects of households’ income and income composition. Our empirical results indicate that: reform of collective forestland tenure and its supporting measures have positive impacts on rural households’ forest income, land-based income and off-farming income. The impacts of the reform of collective forestland tenure and its supporting measures on different income composition are significantly different, and which affect the weight of their land-based income over largely compared with their off-farming income.Fourthly, performance of the reform of collective forest land tenure in the aspects of contribution to the change of households’ total income. The empirical evidence indicates that although the implementation of the reform of collective forest land tenure, the change of household production inputs is the main contribution of the farmers income growth, the second is the increase of productivity, the reform of collective forest land tenure has a very small role in the farmers income growth. In the initial stage of the reform of collective forest land tenure, the main reform policies have a greater influence on the farmers income growth, its supporting measures become more contribution to the farmers income growth as time goes on.
