The world is experiencing a huge change of economic and social developmenttoday. Extensive mode of development has been difficult to adapt to the urbandevelopment needs in the new situation. Transition to low-carbon eco-city has becomea consensus. The global raises a tide to create a low-carbon Eco City. Compared withother types of city, the resource-based city has a short development type and isdominated by rough development. But as time goes by, especially with the continuousdevelopment of science and technology and the increasing strength and size ofexploitation of natural resources, non-renewable natural resources began to dry up.The resource-based city mainly relying on the natural resources gradually appeareddilemma of development. Aiming at the problem of transition of resource-based cityand sustainable development, the paper exploring the path of making theresource-based city low carbon and ecological. Meanwhile, the paper takes the typicalresource-based city which is dominated by oil industry and the overall economicstructure of which is single------Dongying City as a real case. Explore itsrestructuring and development path of low carbon and ecological transition andprovide experience for the development of same type urban cities.The paper consists of six chapters:The first chapter is to propose the transformation and development issues ofresource-based cities. In the macro background and trend of ecological and lowcarbon development of cities all over the world, the restructuring and development oflow carbon and ecological transition in resource-based cities becomes inevitable.Based on deep analysis of low-carbon city, eco-city, green city, and other relatedconcepts and theories, the chapter systematically combs the research progress ofresource-based low-carbon eco-city at home and abroad. Point out the need to furtherdeepen the research and summarize the research framework.The second chapter systematically combs the related theory and practicalexperience on the restructuring and development of low carbon and ecologicaltransition in resource-based cities with many domestic and foreign classic cases.Focusing on the carbon cycle, low-carbon eco-economy, low-carbon eco-city policy innovation, low carbon city targeting and other related theories, deeply analysis thetypical cases of low carbon transition in resource-based cities at home and abroad.Systematically expound the basic connotation of low-carbon eco-city and thedevelopment process of resource-based low-carbon eco-city. Summarize theexperience of success or failure in transition. Get inspiration from it and lay thefoundation for research on the development law of transformation in resource-basedcities.The third chapter is the detailed exploration of the development law of lowcarbon and ecological transition in resource-based cities. Elaborate the characteristics,restraining factors and general path of low carbon and ecological transition inresource-based cities.Taking Dongying City as an example, Chapter Four systematic analyses thecharacteristics of low carbon and ecological transition in resource-based cities.Researching on the characteristics of the present situation of Dongying’s economicand social development, the chapter takes preliminary calculation and analysis oncarbon sequestration capacity and carbon emission level of present in Dongying. Andby using the scenario analysis method, the city energy consumption and carbonemission trends under different scene design are researched. Control targets and basicideas of carbon emission is provided as important basis for planning the low carboneco city construction path, solving hard constraints to resource and environment andachieving decoupling development. Based on the above analysis, the general idea,functional orientation and goal orientation of building low-carbon eco city is providedto seek a new development way for resource-based cities.On the basis of the above analysis, Chapter Five takes analysis on the favorableand unfavorable conditions of the policy mechanism of low-carbon eco cityconstruction in Dongying and summaries the key points in the policy system design oflow carbon and ecological construction of resource-based cities. The index system oflow carbon eco city is established and is divided into the system layer, target layer,index layer and guide layer. Combining the actual situation of Dongying, the path oflow carbon and ecological transition of Dongying is explored from six aspects:economy industrial innovation, policy mechanism innovation, indicator systemmanagement innovation, low carbon capacity building, low carbon technologyinnovation and energy management innovation. The focus and the promotingmeasures of the development of low-carbon eco city are cleared and definite. The conclusion and measures of low-carbon eco city construction in Dongyingfinally come in Chapter Six. And thus it is extended to other resource-based cities. Italso provides a reference case study for the transformation of resource-based citiesand low carbon planning in the future.
