| In the context of "supply side" structural reform, in a large extent, the existence of resource based cities hinders the economy and society sustainable development, and its transition is imperative. the paper construct the economic, social, environmental, resident life and government management five dimension indicator systems, to make a calculation for resource-based cities transition. Based on this, in accordance with the "best resource-based city in Liaoning Province","best city in Liaoning Province" and "best resource-based city in nationwide" order, construct the low, medium and high standard city in their respective dimensions, lastly Combined with the "measurement" and "standard" to evaluate the degree of resources-based city transformation in Liaoning Province. To enhance the policy direction, this paper selects resource endowments, education investment, manufacturing industry investment, environmental regulation and innovative development as main cause of the problem, and constructed a SEM to measure the cause of resource-based cities transition policy influence. In addition to the introduction, the content of this paper can be divided into six parts:The first chapter discusses the resource-based city, city transformation concept, and resource type city life cycle, industry evolution, leading industry theory; the second chapter expatiates the status quo in resource-based city transition of Liaoning province from the industrial, social and environmental point of view, and based on this, find the existing problems; the third chapter construct resource-based city transition multidimensional evaluation model; the fourth construct the structural equation model to measure the cause of resource-based city transition’s influence; the fifth chapter summarizes the successful experience of the resource based cities transition in China and abroad. The sixth chapter puts forward the corresponding countermeasures to promote resource-based cities transition. |
