Our government always attached great attention to the promotion of agriculturalscience and technology services, but there are still many problems. For example, theapplication rate and services of agricultural scientific efficiency is even more worrisome.At present, Chinese agricultural is developing from traditional agriculture to modernagriculture. In the era of knowledge economy, from the perspective of knowledge spillover,we take research on agricultural technology extension system. The research resultsimprove the efficiency of agricultural science and technology and guide Chineseagricultural industrialization, accelerating the modernization of agriculture. In this paper,we combined with the relevant domestic and international theoretical basis, have mainlystudied knowledge spillovers of the promotion of agricultural science and technology andgot the following findings.Firstly, we analyzed the main mode and selection of agricultural science andtechnology promotion. The subject of agricultural science and technology to promoteknowledge transfer process involves mainly agricultural scientific and technologicalknowledge developers, agricultural technology transfer those four areas, agriculturalscience and technology acceptance, policy makers, etc. Agricultural technology combinedwith the substitution effect, come to realize the maximization of agricultural science andtechnology knowledge spillovers, need to build a smooth flow of public informationplatform, and based on the level of economic dynamics of agricultural. Combined with theconcept of agricultural science and technology, analyzed the history and currentdevelopment of agricultural science and technology promotion. Although the agriculturalextension system reform and construction has achieved remarkable success in recent years,but there are still many problem, the management system, lack of investment protectionand personnel quality is not high, the operating mechanism is not perfect and other issues,analyze their the reason, the system has its own development factors, but more by theexternal policy environment. At present, Chinese main mode of agricultural promotionincluding three major promotional mode, there are traditional government-led model,research institutes enterprise farmers promotion model, research institutes enterprise andfarmer cooperative extension model. Evaluation criteria for agricultural extension model should be whether the level of agricultural productivity in developing country or region toadapt, equilibrium and coordination. Agricultural Technology Promotion is presenting newtrends, choose agricultural technology extension model should follow a market-oriented,farmer-oriented, focused, government-led and functional subdivision of principle, choosedifferent promotion model based on the characteristics of agricultural technology.Secondly, we constructed different knowledge spillover model of agricultural scienceand technology promotion modes. Combining with the characteristics of Chineseagricultural science and technology, we analyzed the knowledge spillover factors,including the stock of knowledge gaps, absorptive capacity, distance and relationshipcapital. We modified the relevant factors and established the agricultural science andtechnology knowledge spillover model. We constructed knowledge spillovers model of“Research units+Business+Farmers” mode and the “Research units+Business+Cooperative+Farmers” mode. We analyzed the Sensitivity of related factors anddistinguish the difference between the different models. The relevant research explore thepromotion of agricultural technology knowledge spillovers presents a quantitativemodel-based study.Thirdly, we studied knowledge transfer network performance of Chinese agriculturalscience and technology promotion. Combination of social network theory, complexnetwork model and the small world network model to build a regional network model ofagricultural knowledge transfer and analyzed the transfer characteristics of the regionalnetwork model of agricultural knowledge, the characteristics of knowledge transfernetworks are mainly network density, the degree of central, intermediary, etc.. Weanalyzed the examples of regional agricultural science and technology performance. Fromthe knowledge of the network structure, the factors affecting the performance ofagricultural innovation networks have a degree of centrality, introverted degree centrality,outgoing nature and extent of central intermediary. From the factors from the knowledgenetwork relationship, the performance of agricultural innovation is the strength and qualityof network relationship.Fourth, we did empirical research about the knowledge spillover of Chineseagricultural science and technology promotion. Combined with the mechanism of technological advances in agricultural science and technology, analyzed the currentsituation of garlic in Jinxiang County, Shandong Province. We built an empirical modelabout knowledge spillovers of agricultural science and technology and got the results thatknowledge spillovers of garlic science and technology promotion are obvious. Farmer’sabsorptive capacity, the relationship between capital and the promotion of agriculturalscience and technology is significantly correlated to knowledge spillovers. We analyzedthe impact of the network structure, industry concentration, the absorption capacity for theagricultural science and technology knowledge spillover. Then, we gave some proposedmeasures to further enhance knowledge spillovers in the promotion of garlic science andtechnology in the county of Shandong Jinxiang.
