Research On Synergistic Mechanism、ways And Recommendations Of Urban Agglomeration

ABSTRACT:Since the beginning of the21st century, urban agglomeration has become a new basic regional unit for countries to participate in global competition and international division of labor as a new form of organization in regional space, and its development has a profound impact on national competitiveness.The research on the synergistic development of urban agglomeration is a new field. The purpose of this study is to respond to the increasingly complex issues regarding urban agglomeration organization and management, promote the use of holistic thinking when improving on and dealing with complex problems in natural, economic and social aspects respectively, and achieve the sustainable development of urban agglomerations.This study was built on theories of sustainable development, ecological system management, ecological economics, self-organization, etc, and angled from CSM of view. The structure, function and characteristics of resource-environment-economy-society compound ecosystem of urban agglomeration were analyzed, and the whole connotation and structurally interior conditions of the synergistic development of urban agglomeration was revealed. Secondly, the running model of compound ecosystem, the self-organizing mechanism and the ways to achieve the hypercycle development were discussed, and the self-organizing mechanism and dynamic mechanism were proposed. Thirdly, an evaluation index of urban agglomeration’s compound ecosystem was established; the evaluation of synergistic development of Chang-Zhu-Tan urban agglomeration was conducted in time and spatial dimensionality with the fuzzy synthesis evaluation. Finally, the recommendations were proposed based on issues regarding the synergistic developments of Chang-Zhu-Tan urban agglomeration in the course.Main conclusions:(1) Urban agglomeration is a compound ecosystem resulting from the cross-coupling of natural, societal, economic subsystems within a certain geographical area, coupling natural systems with artificial and eco-coupling urban systems with rural;(2) the synergistic development of urban agglomeration is a urban systems coupled with rural so as to form a structurally orderly, functionally complementary, and symbiotic-developing unity. It is a process where large, medium and small cities and rural land, through self-evolution, form a symbiotic, coordinated and orderly system. It is to reach a stage of mutual support, reinforcement and complement in function. It is an interactive, interdependent and collaborative pattern among urban and rural areas. It is essentially a benign cycle among of urban agglomeration’s resources, environment, economy and social system.(3) Compound ecosystem evolves in the form of hyper cycle, and forms self-organizing process and oneself via dynamic evolution, i.e. forms hyper cycle structures.(4) Urban agglomeration’s hyper cycle system consists of subunit of urban and rural cycle. They linked functionally through self-catalyzing and cross catalyzing. So, a hyper cycle network structure was formed through mutual promotion and reinforcement among urban and rural areas interaction.(5) Evaluation results of synergistic development condition of Chang-Zhu-Tan urban agglomeration showed that the developing achievement of urban agglomeration’s "two-oriented" society is significant, the relationship among various elements within the system continues to rationalize, the system trends towards benign cycle, the environment has been improved significantly. However, the cities’ development is not balanced.Innovations:(1) based on holistic systematic view, defined the concept of urban agglomeration, revealed the connotation of synergistic development of urban agglomeration.(2) based on studying the characteristics and modes of compound ecosystem of urban agglomeration, revealed the self-organizing principle and ways of synergistic development of urban agglomeration.(3) according to the developing phase of adaptive cycle of urban agglomeration, revealed the order parameters and control parameters which affect and control the synergistic development of urban agglomeration at the present stage, and proposed that the synergistic development of urban agglomeration need to be promoted cooperatively by market mechanism, governmental mechanism and mechanism of nongovernmental organization.43figures,31tables and136references.
